Any processing that may have occurred on the lots known as 2, 3, 4 was primarily for the <br />purpose of cleaning up these lots and bringing them into compliance with city and county <br />solid waste ordinances. V~e have removed 90% of the solid waste on site and will continue <br />to do so in a timely and economically feasible manner. To this day our company has <br />invested in excess of $500, 000 in cleanup and improvements to work with the city towards <br />the future. In our contract with Mr. Karst we are not obligated to do any cleanup of any <br />sort until the contract has been signed sealed and delivered with all the issues satisfied. <br />However we have done so in good faith showing our sincerity towards the future of our <br />business and that of our community. Our initial plan was to make this a 3yr project. After <br />the property was cleaned up and brought into compliance, we would then pursue the <br />economic development plan and go forward. Since this proposed street extension all of <br />these processes have been accelerated to a point that is not economically feasible. It was <br />our intension to continue to operate this recycling center keeping both community and <br />environment in mind. We are willing to work with the city and its staff now as well as the <br />future in providing a clean and properly operated facility for the public to recycle all of <br />the metal goods generated. <br /> <br /> Not only do we provide a service for the general public but also provide a very <br />important community service in the form of city cleanups. This facility upon completion <br />will be one of the most state of the art facilities in the region if not the state for handling <br />recycling to best serve this community and surrounding communities. These facilities will <br />accommodate all aspects of metal recycling from the general public to the largest <br />industrial demands. It will also become a community drop off site for day-to-day generated <br />items like pop cans. I, Ve have had some contact with the City of Coon Rapids and <br />surrounding communities regarding a countywide program to relieve the burden these <br />communities face with recycling their metals. We have also made contact with area <br />businesses in finding methods to better support their needs. <br /> <br /> Understanding that our intent here is very sincere and straight forwar& we hope <br />you will transfer this CUP as it reads now. Once the CUP is transferred we can then <br />execute the contract, retain ownership of the property, and further our development plan. <br />Upon the reassignment of the CUP we will then apply for an amendment to the CUP or <br />totally reapply for a new permit that will properly address the needs we have for this <br />facility. However, if we are unable to acquire a amendment or neW permit; .there will be no <br />further development or improvements other than cleanup, landscaping, and necessary <br />screening to meet code requirements; as we do not have the financial resources available <br />at this time, do to the accelerated cost of the existing cleanup and improvements. The <br />property will remain in operation as the permit states in compliance with all local state <br />and federal regulations. <br /> <br /> To better give you a good idea of what we are proposing in the future I will explain in <br />some detail the preliminary proposal that St. Paul Terminals and city staff are working on at this <br />time. We have discussed a potential land swap and a proposed 40, 000 sq ft +facility housing 85% <br />of our operations. Including but not limited to demolition and cleanup of proposed properties, full <br />scale landscaping and screening, all concrete structures and screening. The reason for this <br />proposal ia' a result of the improvements to 141~t that would cause a negative impact on our <br />business as well aa' have major impacts on customers and fellow businesses in the gateway park. <br />The proposal would also allow the city to develop a gateway entrance more appealing for the <br /> <br />.:-351- <br /> <br /> <br />
