;I
I
I
I
I
I
I
I
'1
I

I
I
I
I
I
I
I
I

. 14050 Basalt St. NW
· Ramsey, ~ 55303

St. Paul Terminals Metals Express

May 25,2001

Dear Planning Commission and Staff:

St Paul Terminals is in the final stages of our purchase agreement with Mr.
Dan Karst. One of the conditions of the sale was to reassign the CUP as it was
written. However it is our understanding that the general consensus of the council
members is to revoke the CUP. A recommendation has been made to us to pursue
application for a new CUP that better reflects the scope of our operation and our
needs at this facility. One reason for this recommendation is our company will have
a clean slate to start with and not be burdened by the past practices of the previous
owner. We at St. Paul Terminals have approached the City of Ramsey in good faith
to show them that in fact a full scale recycling center and community drop off site
can be operated in a manner which is appropriate and satisfactory to all the members
in the community. St. Paul Terminals in fact is setting standards across the State of
Minnesota for recycling and the processes necessary to make that happen. We
believe that in the short-term future that the majority of the recycling will have to be
handled indoors and understand the many concerns people have. It is our intent to
provide such a facility in this community; however this takes substantial investment
and does take a bit of time to put these plans into perspective. It is our objective to
continue to work with city staff to further these plans

Our business originated in Red Wing, MN. We started in 1978; recycling
cardboard, glass and aluminum cans. Soon our family business grew into a full scale
recycling facility and community drop off center excepting all types of material both
ferrous and non ferrous metals. The facility is handled in a manner that meets and or
exceeds federal, state and.local laws and ordinances. We have had substantial
involvement in the development of the standards used in this type of business and
will continue to do so in the years to come. The recycling industry just like the
computer industry is ever changing and very demanding thus expecting us to change
as it does. That means as new products arrive and are required to be recycled some
of the processes that are required may change to better serve the industry as a whole.
This process involves more than just us. It involves the public as well as commercial
and industrial businesses to make recycling as economic and feasible as it can be.
Currently we are in discussions with The City of East Bethel and The City of Oak
grove to provide more economical recycling alternatives to the programs they
already have in place. Reducing costs will intern make more people inclined to
recycle with out being forced into it. In most cases it allows them to make extra
money while improving the community abroad.

~353-
