-3.54-

May 25, 2001
Page 2
Defining the types of material generated from a facility such as this one is
rather difficult. Think o fall the metals objects that you as homeowners throw away
on a regular basis. Aluminum being the most popular of all is one of the easier
materials to process as your staff members have seen in our Red Wing facility. The
process is very neat and organized as well as user friendly for the people and
businesses of the community. The system we use in this process allows us to keep
the work area clean by washing the floors on a regular basis rinsing the residue from
the pop into a concrete pit then into a flame tank that is built into the floor. Once the
tank is full it flows into the city sewer through the over flow pipe while the sediment
has the opportunity to settle at the bottom. Once every couple of years we are able to
clean the tank and properly dispose of the sediment. The objective is to provide an
environment that the public is willing to use with out worrying about getting dirty
walking in the door. Other metals you might encounter while in one of our facilities
are copper, brass, lead, aluminum sheet, cast, die cast, bronze, aluminum copper
core, magnesium, any type or combination there of. These are the materials referred
to as nonferrous scrap metals. Most of these metals are processed indoors; however
sometimes we need to bale large pieces of aluminum so that they will properly fit in
our furnace. Stainless steel being a more rigid material sometimes requires larger
machines to process. For the most part the majority of your nonferrous material is
processed indoors. Once these metals are processed they are shipped to a broker who
then markets your materials to acquire the best possible price.

We are also including in this application the continuation of the aluminum
processing. At this time we have taken the old furnaces out of service and are doing
some of the necessary repairs to the building to better serve our needs in the future.
We are currently in the process of designing a new building to house the new
furnaces and address dust control. The building will be of concrete design with a
textured exterior to meet city code requkements. The furnaces will be purchased
from a recognized vendor who has built and designed these machines for 30+yrs.
We are removing the old units because in two years time we are required to increase
the stack temperature by 650 deg. F. The old units are not capable of achieving this
goal efficiently and safely. The new units however will meets those needs and in
some cases exceed those requkements set forth by the MPCA and the EPA. It is our
sole intention to comply with ali federal, state and local regulations as we have for
many years in the past and will continue in the future, it is our goal to continue in
the future wkh two furnaces and hope you will allow for that in this permit.

Our business also requires the processing of ferrous scrap including but not
limited to white goods, tin, prepared and unprepared ~ades of steel, all types of cast,
foundry plate, railroad scrap, basically anything metal that can be supplied to our
vendors. This facility since we have taken over has been able to process most types
of metal but we are limited in some areas. For instance, some white goods contain
freon which requires certification to properly pump the fluids and gas out. At this
time we are unable to do that process but are able to except those appliances and
dispose of them only at~er the material has been properly removed and proper
documentation has been presented to us from that customer. An e>mmpte would be
Cky Tec Recycling or Steve's Appliance. They do have the necessary licenses to
