13. <br /> <br />That on May 8, 2001, the City Council expressed the desire to irfitiate proceedings to <br />revoke Mr. Karst's conditional use permit based on the history of violations and consider <br />a new conditional use permit for St. Paul Terminals based on the scope of their proposed <br />use. <br /> <br />14. <br /> <br />That the City received an application for a conditional use permit from the Applicant <br />which identifies the intent to operate a recycling facility that will include:, a redemption <br />center for ferrous and non-ferrous metals, processing ferrous and non-ferrous metals <br />including melting down aluminum, processing automobiles, and retail sales of recycled <br />railroad timbers. <br /> <br />15. <br /> <br />16. <br /> <br />That the Applicant has submitted a site plan dated May 23, 2001 that identifies <br />processing areas for the various activities in the building and on .the grounds. The <br />building on Lot 1 will be used for office space, indoor metal processing and storage, <br />including the aluminum melt furnaces. The yard on Lot 1 will be used for processing <br />automobiles, and processing, baling and storing other ferrous scrap. Lot 2 is proposed to <br />be used fbr outdoor storage of saleable timbers, containers, and truck parking. <br /> <br />That during their management of the site over the past 2 years, the Applicant has erected <br />a 100% opague steel fencing on parts of Lots 1 and 2 that will provide some screening of <br />the outside activities; however, the Applicant is not proposing to add any additional <br />screening to Lot 2 because the future master plan contemplates expansion to the east <br />versus the north. <br /> <br />17. <br /> <br />That if the Applicants successfully assume ownership of the Subject Property, they have <br />expressed a desire to work with the City to expand their facility into an indoor operation <br />that will include redevelopment of other blighted parcels in the industrial park and <br />facilitate the westerly extension of 141st Avenue N.W. <br /> <br />18. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services. <br /> <br />19. <br /> <br />That the proposed use will not involve uses, activities, processes, materials and <br />equipment and conditions of operation that will be detrimental to persons, property or the <br />general welfare by reason of excessive production of glare, noise, traffic, smoke, fumes or <br />odor. <br /> <br />20. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity or to the public welfare. <br /> <br />21. <br /> <br />That the proposed use will be consistent with the intent and purposes of Chapter 9.03.04 <br />(Conditional Use Permits) of the Ramsey City Code. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the following voted in favor t <br />thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council <br />this the day of ., 2001. <br /> <br />Mayor <br /> <br /> <br />
