-8- <br /> <br />EDA BUSINESS <br /> <br />Case #1: Highway #10 Study <br /> <br />MnDOT has begun studying priority areas, which includes the Highway #10 Interregional <br />Corridor Study. MnDOT has hired a transportation consultant, Howard Green Company, to <br />assist in the Highway #I0 Study. A few meetings have been conducted with the Technical <br />Advisory Committee (TAC) and Policy Advisory Committee (PAC). The groups meet once <br />each month, with Community Development Assistant, Megan Wald, attending the TAC meetings <br />and City Administrator, James Norman, attending the PAC meetings. <br /> <br />Once the City's Highway #10 Study is completed, the City will be able to give the study to <br />MnDOT and they will know what direction the City of Ramsey has in regards to Highway #10. <br /> <br />Brad Schreib of Hoisington-Koegler Group, Inc. presented the frontage road concept of three <br />different' areas along Highway #10. The first was the area between Armstrong Boulevard and <br />Ramsey Boulevard. There would be one Highway #10 access between the roads. There is a <br />MnDOT right-of-way that could be used for City signage and landscaping. <br /> <br />The second area was the area between Ramsey Boulevard and Sunfish Lake Boulevard. There <br />would also be one access onto Highway #10 in this area. <br /> <br />The third area was the area between Sunfish Lake Boulevard and Anoka City limits, including <br />the South side of Highway #10. <br /> <br />Mr. Schreib reviewed parking, greenery, sidewalk, street lighting, snow storage and various land <br />rises. <br /> <br />One concern was that Mn_DOT would expect the City to pay local businesses for the purchase of <br />access. Waiver of right of access is now included in Development Agreements. <br /> <br />MnDOT dOes have enough right-of-way to make Highway #10 into a three-lane highway. <br /> <br />Mr. Schreib reviewed the guiding principles that were used to prepare this study.
