A site plan and conditional use permit application must be <br />submitted for Lots 2 and 3 by March 11, 1991 or alternatively the permit holder shall: <br /> <br />1) Screen the bus storage area from public streets by June 1, 1991 in accord with a <br /> screening plan approved by the City. <br />2) Pave the semi-trailer parking area on Lot 2. <br />3) Remove all debris from Lots 2 and 3. <br />4) Screen all dumpsters from public streets. The number of dumpsters on Lots 2 and 3 <br /> shall be limited to two for containment of office waste. <br />5) Storage of buses for feedstock on Lots 2 and 3 as of November I, 1990 may continue <br /> until the supply is completely reduced. No additional or replacement stock <br /> may be brought to the property. <br /> <br />Hazardous Wastes. No hazardous wastes, as defined by the U.S. Environmental <br />Protection Agency or Minnesota Pollution Control Agency (MPCA), shall be burned, <br />stored or handled at the facility. <br /> <br />Ash. Ali ash from the facility shall be removed from the site on a regular basis, shall not <br />be stockpiled in excess of 35 tons on the property, shall be stored indoors and shall be <br />processed or deposited in an U.S. Environmental Protection Agency approved landfill. <br /> <br />Ash Disposal. Prior to the date this permit becomes effective, Permit Holder shall <br />submit a copy of the written a~eement or certification from the designated ash processing <br />and/or disposal facility that said facility is willing to accept the ash. The Permit Hotder <br />shalI notify the City of any change in ash processin~disposal facilities within 30 days of <br />such change. <br /> <br />Wire Processing. The Permit Holder shall not process wire by melt operations on the <br />Site. <br /> <br />Control of Operations. All hauling, processing, separating, disposal and other <br />activities incidental to the aluminum processing operation shall be conducted in <br />conformance with state and federal regulations and in accordance with the applicable <br />requirements of the Performance Standards of the City Code (Section 170.017). <br />Operations must be conducted so as to minimize noise, safety, smoke or other nuisance <br />concerns to adjacent properties. <br /> <br />Pest Control. InSects and rodents on the site sh,all be controlled and exterminated as <br />needed and additional control may be directed by the City Inspector subject to all applicable <br />laws, roles and regulations. <br /> <br />Litter Control. Danny's Aluminum Processing, Inc. shall be responsible for removing <br />debris caused by vehicles using the aluminum processing facitity~ Debris removal activities <br />shall be instituted promptly following information of such accumulation. In the. event the <br />Permit Holder fails to remove debris within 24 hours of nodce of accumulation by the City, <br />the City may cause such debris to be removed. The City shalI bill the cost of such removal <br />to the Permit Holder and payment shall be remitted within 30 days of the date of such <br />billing. Visual checks for debris accumulation shall be made at least once daily by <br />employees of the Permit Holder. <br /> <br />Aluminum Processing Equipment.
