-60- <br /> <br />Counties of Anoka and Hennepin, along with the State Department of Transportation, entered <br />into a joint powers agreement to perform a transportation study of the Northwest Metro Corridor <br />between 1-94, T.H. #10, T.H. #169, and T.H. #101, including a ne~v river crossing of the <br />Mississippi River between the cities of Dayton and Ramsey. Commissioner Dermis Berg of <br />Anoka County has formally requested the City of Ramsey consider a resolution indicating the <br />City of Ramsey's support of the study as the options for a Northwest Metro corridor and river <br />crossing alignment are underway. Commissioner Berg has requested authorization of a <br />resolution supporting the Northwest Corridor River Crossing Study and agreeing to participate in <br />policy and technical committees supporting the study. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to adopt <br />Resolution #01-06-225 supporting the Northwest Corridor River Crossing Study and agreeing to <br />participate in the policy and technical committees support the study. <br /> <br />Further discussion: Coun¢ilmember Zimmerman inquired if the City was going to be expected <br />to contribute financially for the bridge. Mayor Gamec replied that at this time the Commission is <br />looking at Federal funding. City Administrator Norman noted that the only participation the City <br />is agreeing to by passing the resolution is to be part of the study. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Introduce Ordinance to Establish DeveloPment Moratorium on Certain <br />Parcels in Section 29 <br /> <br />Community Development Director Frolik stated that the increased traffic congestion along T.H. <br />#101, T.H. #169, T.H. #10 and 1-94 corridors results in substantial delays at the Mississippi <br />River crossings during the rush hours. This situation has been recognized as a regional priority <br />in Mn/DOT's Metro Division 2005-2025 Transportation System Plan, Metropolitan Council's <br />Transportation Policy Plan. Mn/DOT, Anoka County and Hennepin County are joining forces to <br />do a Northwest Metro Corridor and River Crossing Study to consider a long-term option to <br />address the relief of congestion on the highway corridors and r/ver crossings. It is likely that <br />property west of Armstrong Boulevard in Ramsey would be impacted in a Mississippi River <br />crossing as contemplated in the Ramsey/Dayton draft Comprehensive Plan, is determined to be a <br />long-term option to the traffic congestion. The City has received a written request from County <br />Commissioner Dennis Berg asking the City to implement a moratorium on development in <br />portions of Section 29 to protect the planning process during the study period. She noted that the <br />City would allow interim use permits for temporary uses that would not require a permanent <br />structure on the property while the moratorium is in place. <br /> <br />Councilmember Zimmerman stated that he felt that the map indicating the included parcels was <br />done in error.
