City Engineer JankowskJ noted that the last time Ms. Benson's road was sealed was in 1994, <br />which included a crack sealing project. He reviewed the sealcoat and crack fill process. <br /> <br />Ms. Benson stated that she has heard that the project should be done in the sphng rather than fall. <br /> <br />City Engineer Jankowski replied that that is true of sealcoating, but a bituminous overlay is a <br />new layer of bituminous and does not need to be done in the early summer. <br /> <br />Mayor Gamec explained to Mr. Benson that the Council requested that the letter be sent out to <br />the property owners explaining the consequences of petitioning against a project. <br /> <br />Ms. Benson stated that the costs of road maintenance should be included in their taxes. With the <br />City's current program residents will never stop being assessed for a road. <br /> <br />City Engineer Jankowski reviewed the street maintenance.process. <br /> <br />I <br />I <br />I <br />I' <br /> <br />-74- <br /> <br />Councilmember Hendriksen requested that staff verify what the policy states in regards: to the <br />City's participation in projects that have been petitioned against and make sure that the letter <br />reflects that policy. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to accept the petition <br />along with the 17 withdrawals. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to authorize <br />Improvement Project #01-15. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: Introduce Ordinance to Amend Grading Regulations <br /> <br />City Engineer Olson stated that on September 19, 2001, the Public Works Committee directed <br />staff to draft an ordinance and bring it to the Plarming Commission to address some concerns <br />relating to the current grading ordinance. At the May 15, 2001, Public Works Committee <br />meeting there was some additions that the committee felt were necessary: <br /> <br />Include language to make applicants and residents aware that these are the City of Ramsey <br />criteria for permitting and that other agencies that have jurisdiction over wetlands and <br />protected waterways such as the DNR, WMO, ACD, BWSR, and USACOE may also need to <br />be contacted as well. <br /> <br />City Council/June 12, 2001 <br />Page 18 of 19 <br /> <br />I <br />I <br /> <br />I <br /> <br />I <br />! <br />I <br /> <br /> <br />
