In general, these sod
elevations stakes are located at every lot comer and spaced every 20 feet. They must be installed
on the site before the issuance of any building permits. The certificate of grading must be
completed before the certificate of occupancy is granted.

Councilmember Anderson inquired if Andover's regulations would be better than what is being
proposed.

City Engineer Olson replied that he did not think that it was necessarily better, but he felt what is
currently being proposed would be a good starting step and if there are more problems, then they
could do something similar to Andover.

Dick Krueger, 7640 - 145']' Lane NW, Ramsey, inquired as to what they were talking about.

City Engineer Olson explained that the regulations would require an elevation survey for the
foundation and would not allow the modification of an existing lot that has an approved grading
permit. It would also disallow grades of less than one percent and require a certificate of survey
for anything less than two percent.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to introduce
an ordinance amending sections 8.01.03 (c), 9.11.18(3)(c), and 9.50.03(2)(c)(7) of the City
Code of Ramsey Minnesota.

Motion carried.
