I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> <br />PC CASE <br /> <br />AUTHORIZE EMPLOYEE BENEFIT REVIEW ANALYSIS <br /> By: Rhonda Heryla, Human Resources Manager <br /> <br />Background: <br /> <br />At the request of the Labor Management Committee, staff presented employee benefits <br />information to members of the City Council at a work session on July 10, 2001. Staff was <br />seeking Council input regarding a request to have a benefit review analysis conducted by T.C. <br />Field & Company, the City's current agent of record. <br /> <br />Observations: <br /> <br />About one year ago, the Labor Management Committee started to revisit current employee <br />benefits and inquired about different insurance carriers and benefit plans that may better serve <br />the professional and personal needs of the City's employees. The City currently contributes <br />towards health insurance, but supplemental benefits are employer sponsoredTemployee paid. <br /> <br />As a part of the Committee discussions, several concerns were raised about the rising costs of <br />health insurance in addition to the following items: <br /> <br />Dental insurance <br /> Limited network of approximately thirty (30) dentists and two (2) oral surgeons. <br /> Monthly premiums are paid in addition to a payment schedule for routine exams, x-rays, <br /> or other dental care. <br /> Interest expressed in coverage of orthodontics. <br /> <br />· Long Term Disability <br /> Covers only patrol officers who are part of a bargaining unit and does not allow coverage <br /> for sergeants, police chief, or other City employees. <br /> - Lacks strong disability manager to help employees get back to work. <br /> - Definition of disability determined by ability to perform own occupation in first twelve <br /> (12) months and any occupation in second twelve (12) months. <br /> - Benefit duration is limited to two years versus soci{il security or normal retirement age. <br /> <br />Short Term Disability and Other Miscellaneous <br />- Current carrier is trying to deliver individual insurance through an employer setting. <br />- Carrier refuses to provide HR Manager with information about policies and meets with <br /> employees separately. <br />- Concern over processing claims or questions when there is a problem. <br />- Lack strong diability manager to help employees get back to work. <br />- Not coordinated with Lo.rig Term Disability. <br /> <br />Because of their familiarity with the City of Ramsey in addition to their history of providing <br />quality service, staff felt T.C. Field & Company could assist in the process of evaluating <br /> <br /> <br />
