Final Plat Review: Northfork-St. Andrews Addition <br />August 8,2001 <br />Page 2 of 2 <br /> The lots with slopes less than 2% will be listed in the development agreement and will need a <br /> certificate of grading prior to issuance of a certificate of occupancy verifying grades and <br /> elevation. <br /> <br />Easements: The standard 10 foot drainage and utility easements (5 feet on common property <br />lines) are provided on lot perimeters. Ail areas to be used for the transference and storage of <br />storm water are also dedicated as drainage and utility easements on the final plat. (Ponding <br />that is used for storage of storm water discharge from the street and the development is <br />included in a drainage and utility easement up to the Ordinary High Water level and has an <br />access easement. This access can and is most often the same as the easement for the storm <br />water discharge pipes and is required for future maintenance. Any storm sewer pipe that is <br />constructed and is to be turned over to the City requires a minimum of a 20~foot easement. <br />City Code also states that a final grading and erosion control plan are required at the time of <br />final plat approval. Has engineering received a final grading plan?) <br /> <br />o <br /> <br />Tree Preservation and Planting Plan: There will not be a tree preservation plan as there <br />are no trees on the property. However, it is Staff's understanding that 10% of the lot price <br />will be allocated for the addition of trees to the respective lot. This plan exceeds the City <br />minimum of 1 tree per lot. <br /> <br />9. Trail Development Fees: The City'has established a trail development fee of $325 per <br /> dwelling unit that is collected prior to the release of the final plat for recording. <br /> <br />10. <br /> <br />Stormwater Management Fee: The City has established a stormwater management fee of <br />($375) per dwelling unit that is also collected prior to the release of the final plat for <br />recording. The quarterly storm drainage utility fee for each property will be $6.30. <br /> <br />11. <br /> <br />Mailbox Policy: The Public Works Department is implementing a policy of common mailbox <br />stands at the entrance to all cul-de-sacs. The development agreement will establish that the <br />location and design of the mailbox stand will be subject to the approval of the Public Works <br />Director. <br /> <br />The City Council will meet at 7:00 p.m. on Tuesday, August 17, 2001, to consider your request for <br />final plat approvaI.
