I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

CASE

BIDS FOR WELLHOUSE NO. 3
(IMPROVEMENT PROJECT #00-29)
By: Brian Olson, City Engineer

Background:

Wellhouse No. 3 is proposed to be constructed approximately 1000 feet due south of Well No. 4
in the City's western well field located in Section 28. Plans and specifications have been
prepared by Bolton & Menk, Inc. and bids were opened on Friday, July 21, 2000. Bids were
received from 5 contractors and ranged from $418,300 to $466,455. Infinity Builders
Corporation out of Maple Plain, MN provided the Iow bid and were issued a notice of award for
$503,300 due to the addition of a generator that was bid as an alternate last year. Once it was
discovered that the land was not available, Staff felt that it was not prudent to enter into the
Contract until the land acquisition was complete.

The land for the construction of the wellhouse has been obtained and we have written the
attached letter to the low bidder to ask if he is still willing to perform the work under the bid
submitted last year. Staff anticipates that he will ask for a slight adjustment and since the bids
between the low and second low bidder were so competitive (-$7,000) we felt that it may be
necessary to re-bid since the bid bond has expired and Infinity Builders wants additional moneys
to complete the work.

At the time of this writing we have yet to receive a letter from Infinity Builders, but will provide
the letter at the Tuesday night City Council meeting.

Council Action:

Based upon discussion

Reviewed by:

City Administrator
Director of Public Works
Finance Officer
City Attorney

CC: 08/14/01
