On June 12, the City Council referred the proposed ordinances back to the Horse Care Board for <br />further consideration. The Council expressed concern with eliminating the reference to 'enclosed <br />roaming area' and increasing the acreage requirement for additional horses on a parcel from ½ <br />acre to 1 full acre. The response of the Horse Care Board is that the current ordinance does not <br />require the additional acreage to be 'enclosed roaming area'; therefore, nothing was eliminated <br />and there is nothing to put back into the ordinance. If increasing the requirement for additional <br />horses from 1/2 acre to 1 acre preserits a problem for a property owner, they can apply for a <br />conditional use permit. On June I2, Council also stated that the formula fbr keeping farm <br />animals and horses should be linear. The response of the Horse Care Board is that they intended <br />to require more acreage for a mixture of farm animals versus only equines because the property <br />would have to be able to accommodate a variety of housing, fencing and segregation needs. <br /> <br />I <br />I <br />i <br />I <br />I <br /> <br />A copy of the current city code regulations for animals, horses and barns is enclosed. A copy of <br />each of the proposed ordinance amendments are also enclosed along with a copy of the June 12, <br />2001 Council minutes and the July 18 Horse Care Board minutes. <br /> <br />Recommendation: <br /> <br />The Horse Care Board is recommending that the City Council introduce and adopt the ordinances <br />as proposed. <br /> <br />Council Action: <br /> <br />Motion to introduce Ordinance #01- to amend Sections5.09.01 (Keeping of Certain Animals, <br />Livestock and Poultry), 6.09.04 (Barns and Stables), and 5.09.05 (Horses). <br /> <br />Review Checklist: <br />Community Development Assistant <br />City Attorney <br /> <br />-'174- <br /> <br />I <br />I <br /> <br /> <br />
