Norman, City Administrator <br /> <br />Background: <br /> <br />The City Council considered the establishment of a special election to consider Charter <br />amendment questions during its meeting of July 24, 2001. The special election date was set at <br />October 16, 2001. During a Charter Commission meeting held on August 9, 2001, the <br />Commission formally moved to recall those Charter amendments forwarded to the City Council <br />and to resubmit the same proposed amendments to the City Council for its August 28, 2001 <br />meeting. This action allows for an extension of the 90-day period, which by State Statute is the <br />required time period in which the City Council must schedule the special election. The Charter <br />Commission also recommended that City Council establish a special election date for November <br />6, 2001, rather than the special election date previously authorized of October 16, 2001. <br /> <br />The reason for the date change from October 16, 2001, to November 6, 2001, is for a variety of <br />reasons. Many municipalities in the Metropolitan Area already have regular off-year elections <br />on the first Tuesday of November, including hotly contested elections in both Minneapolis and <br />St. Paul. Additionally, the Anoka-Hermepin School District has school board elections and <br />possibly a voter referendum to consider an operating budget issue. Staff has also learned that for <br />those areas of the City within the Anoka-Hermepin School District, the School District will share <br />expenses with the City at a rate of 50%. <br /> <br />Council Action: <br /> <br />Motion to accept the Charter Commission recommendation to postpone the October 16, 2001 <br />special election and establish the date of the special election to be held on November 6, 2001. ~ <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />Copies also distributed to: <br /> <br />City Attorney <br />City Clerk <br /> <br />CC: 08/14/01 <br /> <br />-199- <br /> <br /> <br />
