-372- <br /> <br />Notification: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the <br />subject property. <br /> <br />Observations: <br /> <br />North Suburban Steel Supply, Inc. currently operates in the City of Elk River. They have <br />a total of three employees with operating hours of 8:00am - 5:3 Opm Monday thru Friday, <br />North Suburban Steel would like to utilize the existing 5,000 square foot accessory <br />building in Ramsey for warehousing of steel products. The Applicant's have stated that <br />there would not be any employees stationed on the subject property. The purpose of the <br />accessory structure would be solely for storing steel products until a customer is in need <br />of a product. Truck traffic to the site will vary from day to day depending on customer <br />demand; on an average there would be a maximum of two trucks on the subject property <br />per day. The trucks are proposing to access the.property through an existing Class V <br />driveway. <br /> <br />Since 1990, it has been the City's policy to not accept applications for businesses that <br />would operate out of garages and accessory buildings in residential districts. During the <br />conditional use permit review of Mr. Barrett's application in 2000, the City, Council at <br />that time stated that the best case scenario for the subject property would be for a <br />residential dwelling to be constructed on the prop, erty and the accessory building utilized <br />for personal storage, In the event that this was not possible, the Council would consider <br />reviewing a conditional use permit requei~ to operate a small business on the property <br />that would not have intentions for expansions. <br /> <br />North Suburban Steel Supply does not have any intentions to expand on the property and <br />they do not intend to construct a residential dwelling on the property. <br /> <br />The Planning Commission met on August 7, 2001' 'to review the conditional use permit <br />request and held a public hearing. During the public hearing, two residents spoke in <br />opposition of the conditional use permit to operate a steel business due to the character of <br />the neighborhood being residential, not commercial. <br /> <br />Recommendation: <br /> <br />The Planning Commission is recommending approval of the conditional use permit <br /> <br />request. <br /> <br />Council Action: ~ 1('-" I <br />Motion to adopt Resolution #01-08- <br />request for a conditional use permit to <br />residential district. <br /> <br />adopting Findings of Fact #~Y'") relating to the <br /> operate a steel warehousing business in a <br /> <br /> <br />
