not for expansion, If, in the future, the applicant wanted to expand he would have to come back
for the same process for each request.

Ms. Zegaras asked if the City has seen a business projection from the builder. She mentioned
every business has a projection and they are interested in growth projections, not monetary
projections.

.~-~hair Nixt stated this is the fzrst time this has been before the City and the business
projection is not included in the packet.

Community Development Assistant Wald stated that Staff recommends the driveway, customer
parldng, and employee parking be paved. She noted trucks could deliver in this area 0 -3 times
per week.

~g~Chairperson Nixt stated there should be a provision in the proposed Conditional Use
Permit for a transfer of the permit from current landowner, Mr. Menard, to applicant, Nh:. Barrett.

-A-L-fih-g Chairperson Nixt asked if there is going to,be a residence constructed on the property.

Mr. Barrett responded there will not.

.x,/Lc -~-
Ak~g Chairperson Nixt asked if the City has granted business uses in residential districts on a
case by case basis.

Community Development D/rector Frolik advised it has been the policy since 1990 that the City
does not accept applications for Conditional Use Permits to operate businesses out of garages and
accessory buildings. When this application was received it was determined that a Conditional
Use Permit would gain control over what is happening in a non-conforming building.
~Chairperson Nixt asked if there was ever a Conditional Use Permit for b/tr. Menard's use.

Community Development Director Frolik responded there was not.

g Chairperson Nixt asked Mr. Menard ifh_~ is proposing to apply for a conditional use
permit to continue to conduct his business on his homestead parcel.

Community Development Director Frolik informed Mr. Menard he could park his vehicles and
equipment on the property as long as he is self-employed and they are screened to a degree of
75% or parked indoors. He would not be allowed to have any employees or clients come to his
home.

Commissioner Johnson noted Mr. Menard utilized this property for the last 15 years as a
business and asked if he would be able to continue to use it in that way at it's present size.

Planning Commission/May 2, 2000

-381-
