As to the increase for compressive strength per State-Aid requirements for modular block wall <br />materials, the MnDOT requirement was effective as of February 2001 and the project was bid in <br />September 2000. Thus, it was not possible to include the additional requirements in the original <br />bid documents. <br /> <br />Safety Fence: It is apparent that safety fencing along portions of the modular block wall should <br />have been included in the project from the beginning. As a result, permanent safety fencing is <br />recommended to be included in the project or possibly temporary safety fencing could be <br />installed as an interim measure until a final decision can be made as to a type of fence and <br />competitive costs can be determined that meet the satisfaction of the City Council and Staff. <br /> <br />That is, if the City needs to assure itself that competitive pricing is being followed regarding the <br />two types of safety fencing being proposed, then a competitive bid could be generated outside <br />,,,e confines of tt'te-pt~oject.. '~n~s wc.>mc~, nc~ to ~nvest~gated to determine :if it iS cu~,:pat,bte <br />with the State-Aid System. <br /> <br />As far as cost concerns for the proposed vinyl clad chain'link fence ($15.00 per foot) and the <br />wrought iron fencing ($43.00 per foot), I have spoken with another company (Anchor in Savage, <br />Minnesota) who stares that these unit prices are within the range of expected costs for this type <br />of product. It was also stated that there is always potential for somewhat lower costs based on <br />fence material and type selection. <br /> <br />Conclusions: RLK-Kuusisto, Ltd. as a company reg,'ets that the actual needs to complete the <br />project are higher than presented in the bid dpcumeflts and the effects of the quantity and cost <br />increases on the City of Ramsey's State-Aid allotment account.
