Staff time for each
seminar/presentation would be two hours for the Crime Prevention Specialist and one hour each
for the Chief and City Prosecutor or City Attorney. There are currently 22 licensed tobacco
retailers in Ramsey. Only one new license has been granted so far in 2001. This means that the
21 licenses are renewals requiring about 30 minutes of the City Clerk's time for each license
renewal. Ramsey's current fee for a tobacco license is $125.00. State law requires that the City
give notice to all licensed tobacco retailers of any substantial changes to the tobacco ordinance.
Said notice shall be in writing and given at least 30 days prior to final adoption of such ordinance
changes or amendments. Said notice shall also contain the time, date, and location of the
meeting and a summary of the proposed changes or amendments.

Councilmember Hendriksen stated that staff has talked about presenting the class once or twice
and video taping it and then allowing the retailers to watch the video tape and having someone
there to answer their questions. He inquired if the proposed ordinance would permit that type of
training from happening.

City Attorney Goodrich replied no.

Councilmember Hendriksen noted that if the course is videotaped than the City would have proof
of what is being taught.

Police Chief Gustafson stated that if Council directs him to most of the seminars will be done by
videotape. He noted that Quad Cities would be willing to assist with videotaping.

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to introduce
Ordinance #98-02 titled "youth access to tobacco" as amended, and place said amended
ordinance into Chapter 7 of the Ramsey City Code.

Motion carried.
