-80- <br /> <br />- Limited network of approximately 30 dentists and two oral surgeons. <br />- Monthly premiums are paid in addition to a payment schedule for routine exams, x-rays, <br /> or other dental care. <br />- Interest expressed in coverage of orthodontics. <br />Long Term Disability <br />- Covers only patrol officers who are part of a bargaining unit and does not allow coverage <br /> for sergeants, police chief, or other City employees. <br /> Lacks strong disability manager to help employees get back to work. <br /> Definition of disability determined by ability to perform own occupation in first twelve <br /> months and any occupation in second twelve months. <br /> Benefit duration is limited to two years versus social security or normal retirement age. <br />Short Term Disability <br /> Current carrier is trying to deliver individual insurance through an employer setting. <br /> Carrier refuses to provide HR Manager with information about policies and meets with <br /> employees separately. <br /> Concern over.processing claims or questions when there is a problem. <br /> Lack strong disability manager to help employees get back to work. <br />- Not coordinated with Long Term Disability. <br /> <br />Because of their familiarity with the City of Ramsey in addition to their history of providing <br />quality service, staff felt T.C. Field & Company could assist in the process of evaluating <br />employee benefits. The benefit review analysis would consist of such things as a comparison of <br />current and alternative benefit plans and carriers, key policy points and options to consider, and <br />suggestions of how to better manage rates.' 'A representative from T.C. Field & Company <br />estimated the cost of this review at $1,800. After a benefit review analysis is performed, changes <br />in carriers or benefit plans on both could be implemented. T.C. Field is also available to assist <br />with these changes and to act as a third party administrator for an additional cost. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to authorize a <br />benefit review analysis with T.C. Field & Company fo~' an amount not to exceed $2,000 with the <br />money for the analysis coming out of the administrative budget for Miscellaneous Professional <br />Services. <br /> <br />Motion carried. <br />and Zimmerman. <br /> <br />Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />I) QCTV Proposal <br /> <br />City Administrator Norman stated that the City's proposal went before QCTV last week and now <br />QCTV inquired if the City would be willing to waive park dedication fees and the building <br />permit fee.
