10.

1t.

-118-

Preliminary Plat Review: Centex Addition
July 5,2001

All ponding areas must be dedicated as drainage and utility easements as well as have a
minimum of twenty (20) foot wide easement for access. All areas where there are storm
sewers must have at least a 20 foot wide drainage and utility easement.

The standard 10 foot (5 foot on common proPerty lines) drainage and utility easements
around the perimeter of each lot should be shown on the final plat.

REU Number: The City has enacted a quarterly drainage utility charge that is applicable to
each unit in the proposed development.

Traffic Generation Analysis: During sketch plan review, a traff~c generation analysis was
prepared based upon the submission at the time. The preliminary, plat has reduced the overall
number of lots from I57 to 155 units, which will proportionately reduce the overall traffic
generated from the development. However, the internal street changes within the
development are significant, and the traffic subdistricts are being reviewed. A revised
analysis will be prepared and presented at the Planning Commission meeting on July 12. The
revised report will describe the traffic impacts to the areas adjacent to the development.

Staff has concerns over the revised street system. 'The straight alignments of 155m Lane and.
of Waco Street make these two streets particularly strong candidates for future traffic
calming requests. In addition, the revised plan creates three more cul-de-sacs than the
original plan. The lack of through streets increases traffic on the remaining through street
which in turn exasperates the traffic calming issues.

Tree Preservation Plan: As stated at the time of Sketch Plan Review, the Preliminary
Grading and Erosion Control Plan does identify existing tree growth and removal limits. The
addition of one 2.5 inch dbh tree to each lot needs to be stated on the Plan.

Sidewalks. ]~n accordance with City Code, sidewalks are proposed on one side of ali non cul-
de-sac streets. The Park Commission recommended that the sidewalk on Xkimo Street be
located on the west versus the east side o£ the roadi a modification to the preliminary plat is
required. Sidewalks are not park dedication credit eligible.

I
I
I
I
I
I
I
!
I
I
I

I
I
I

I
I
I
