Goodrich, City Attorney <br /> <br />Background: <br /> <br />As Council is aware, the Charter Commission has been reviewing the City Charter and is now <br />preparing various amendments dealing with: <br /> <br />1) <br />2) <br />3) <br /> <br />4) <br /> <br />Establishing a ward system; <br />Establishing a primary election system; <br />Requiring a majority vote of City Council as opposed to a 4/5tbs vote requirement <br />for adoption of the Comprehensive Plan; and <br />Increasing the petition requirement from ten percent to twenty percent for <br />initiative and referendum petitions. <br /> <br />As you know, Council is obligated under State law to present the proposed amendments for <br />election within 90 days of receipt of the amendments, if no regular general election is scheduled <br />within six months. Therefore, November 6, 2001, is recommended as the election date. In <br />addition, the City Council is given the responsibility of establishing the ballot questions.
