I I I I I I I I I I I I I I '1 I I I I CASE CONSIDER ADOPTION OF RESOLUTION ESTABLISHING ELECTION DATE AND BALLOT QUESTIONS FOR VARIOUS CHARTER COMMISSION AMENDMENTS PREPARED BY THE CHARTER COMMISSION By: William K. Goodrich, City Attorney Background: As Council is aware, the Charter Commission has been reviewing the City Charter and is now preparing various amendments dealing with: 1) 2) 3) 4) Establishing a ward system; Establishing a primary election system; Requiring a majority vote of City Council as opposed to a 4/5tbs vote requirement for adoption of the Comprehensive Plan; and Increasing the petition requirement from ten percent to twenty percent for initiative and referendum petitions. As you know, Council is obligated under State law to present the proposed amendments for election within 90 days of receipt of the amendments, if no regular general election is scheduled within six months. Therefore, November 6, 2001, is recommended as the election date. In addition, the City Council is given the responsibility of establishing the ballot questions. A resolution is enclosed for your consideration in responding to your statutory obligations. Enclosures: Proposed Resolution and Exhibits Recommendation: Staff is recommending adoption of the enclosed resolution.
