Councilmember moved for the adoption of the following resolution: RESOLUTION #01-09~ A RESOLUTION CALLING FOR A SPECIAL CITY-WIDE ELECTION FOR THE PURPOSE OF VOTING ON CERTAIN CITY CHARTER AMENDMENTS PROPOSED BY THE CHARTER COMMISSION AND ESTABLISHING THE SPECIFIC BALLOT QUESTIONS TO BE VOTED UPON. WHEREAS, the City Charter Commission, by motion dated August 9, 2001, has forwarded to the City Council a recommended Charter Amendment providing for the establishment of a Ward System for the election of four of the City Councitmembers, a copy of which Amendment is attached hereto as EXHIBIT A; and WHEREAS, the City Charter Commission, by motion dated August 9, 2001, has forwarded to the City Council a recommended Charter Amendment providing for the establishment of a Primary Election System, a copy of which Amendment is attached hereto as EXHIBIT B; and WHEREAS, the City Charter Commission, by motion dated September 6, 2001, has forwarded to the City Council a recommended Charter Amendment providing that the City's Comprehensive Plan may be adopted and amended by the City Council by a majority vote of all its members a copy of which Amendment is attached hereto as EXHIBIT C; and WHEREAS, the City Charter Commission, by motion dated September 6, 2001, has forwarded to the City Council a recommended Charter Amendment providing that the required number of signatures for initiative and referendum petitions shall be at least twenty percent of the registered voters at the time of the last city-wide election a copy of which Amendment is attached hereto as EXHIBIT D; and WHEREAS, the City Council, pursuant to State Statute, is obligated to schedule the election on the recommended amendments within 90 days of receipt of the proposed amendments; and WHEREAS, the City Council, pursuant to State Statute, is obligated to establish the ballot question. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOI~k COUNTY, STATE OF MINNESOTA, as follows: That the City Charter Commission recommended Charter Amendments referenced above shall be submitted at a special city-wide election to be held on November 6, 2001. That the City Clerk is directed to facilitate the special election in accordance with applicable state laws, City Code and City Charter provisions, That the form of the ballot questions incorporated herein by reference. shall be as shown on the attached EXHIBIT E -224- RESOLUTION # 01-09- Page 1 I I I I I I I I I I I I I I I I
