City of Ramsey

15153 NOWTHEN BOULEVARD N,W., RAMSEY, MINNESOTA 55303

PHONE: (763) 427-1410 FAX (763) 427-5543
TDD (763) 427-8591

I
I
I

September 20, 2001

Robert McDonald
16641 Variolite Street NrW
Ramsey, MN 55303

Re: Final Plat, McDonald Second Addition

Dear Mr. McDonald:

We are in receipt of your final plat' for McDonald 2nd Addition consisting of two (2) sheets
prepared by John Oliver & Associates, Inc. We offer the following comments:

General: The proposed plat is a minor subdivision that proposes to create two new lots, one 2.5
acre parcel and one 3.0 acre parcel from two existing homesteads consisting of a 5.38 acre parcel
and a 38.22 acre parcel (total area is 43.60 acres).

Zoning: The property is zoned R-1 Rural Residential and is located in the Rural Transition Area.
A final plat showing 4 lots in 43 acres is in compliance with the 4 units in 40 acres density
restriction. The Development Agreement restricts any further resubdivision of McDonald Second
Addition until such time as 4 in 40 density zoning is reduced or repealed, or city sewer and water
is available to the property.

Resubdivision Plan: Section 9.20.1 t (R-1 Rural Residential District) states that the subdivider of
property in the Rural Transition Area must file a sketch plan with the. City illustrating the
reasonable ultimate resubdivision of the plat to urban densities. Staff received a resubdivision
plan dated August 30, 2001 prepared by Oliver & Associates Inc. The resubdivison plan seems to
provide a reasonable subdivision plan in the event that sewer and water were ever to be available
in the area.

Easements: The standard 5 foot/10 foot drainage and utility easements have been provided
around the perimeter of each lot. In addition, all wetlands on the plat are shown as drainage and
utility easements as required by the City.

Lot Sizes' The current minimum lot size in the Rural Transition Area is 2.5 acres; the two new
lots are proposed to be 2.5 acres and 3.0 acres in size. The two existing homesteads consist of a
total of 43.60 acres.

Lot Di~nensions: The two new lots contain more than 200 feet of frontage on a public road.

-240-

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
!
