Mr. and Mrs. Young reside at 6421 154th Lane and they are requesting a conditional <br />use permit to maintain a second dwelling on their property to provide living quarters when they retire <br />and immediate living quarters for Mrs. Young's mother. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br /> <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Site location map <br />Site sketch <br />Letter from Applicant's <br />Draft Planning Commission meeting minutes dated September 10, 2001 <br />Proposed findings of fact <br />Proposed resolution to deny application for conditional use permit <br />Proposed conditiona~ use permit <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />The Subject Property is approximately 1.3 acres in size and is located in the Rural Residential Area. Mr. <br />and Mrs. Young have an existing 576 square foot (24' x 24') detached garage that serves as their primary <br />garage. The Young's would like to construct another two story 960 square foot (24' x 38') detached <br />garage. The proposed accessory structure would serve two purposes for the Young's; they would like to <br />store personal recreational items on the first floor and utilize the second floor as a future retirement <br />living quarters for themselves and immediate living quarters for Mrs. Young's mother. Mr. and Mrs. <br />Young do not intend to rent or lease the dwelling to persons at large. <br /> <br />City Code allows a total of 1,664 square feet of accessory structures on the subject property. The <br />proposed accessory structure and existing detached garage would equal 1,536 square feet, which meets <br />City Code requirements. The conditional use permit request is in regard to the desire to add a second <br />floor to the accessory structure for a secondary dwelling on the property. If the Applicant's would like to <br />construct the accessory structure and use it for personal storage, they would only be subject to the <br />building perm it process. <br /> <br />The subject property is serviced by an on-site septic and well system. The applicant's would be required <br />to install a second septic system to service the proposed second dwelling and therefore a determination as <br />to whether or not another septic system can be located on the property Will' need to be made by a site <br />inspector. The Minnesota Pollution Control Agency requires that for each septic system located on a <br /> <br />-269- <br /> <br /> <br />
