In this case, two alternate septic system locations or one alternate site that provides sufficient capacity for two dwelling units will need to be determined on the subject property. When the City Council reviewed previous requests for conditional use permits to maintain two dwellings on a parcel, it was stated that requests for two dwellings on a property should be viewed as a means to remedy a unique or already existing situation. The Council made a statement that they do not wish to set a precedent in allowing two dwellings on a parcel when new construction is required. The Planning Commission met on September [0, 2001 to review the conditional use permit request and held a public hearing. There was no citizen input during the public hearing. Recommendation: The Planning Commission recommended denial of the conditional use permit request based on the direction the City Council has given in the past regarding new construction of second dwellings on a parcel.
