In this case, two <br />alternate septic system locations or one alternate site that provides sufficient capacity for two dwelling <br />units will need to be determined on the subject property. <br /> <br />When the City Council reviewed previous requests for conditional use permits to maintain two dwellings <br />on a parcel, it was stated that requests for two dwellings on a property should be viewed as a means to <br />remedy a unique or already existing situation. The Council made a statement that they do not wish to set <br />a precedent in allowing two dwellings on a parcel when new construction is required. <br /> <br />The Planning Commission met on September [0, 2001 to review the conditional use permit request and <br />held a public hearing.
