I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />,I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />BID EVALUATION FOR THE CONSTRUCTION OF THE <br />WATERMAIN CONSTRUCTION FOR PUMP HOUSE NO. 3 <br />RAMSEY, MINNESOTA <br /> <br />Nine (9) bids were received for the construction of the Watermain for Pump House No. 3. The bids <br />ranged from $138,690.00 to $189,362.00. The apparent low, responsive and responsible bidder was Dave <br />Perkins Contracting, Inc. from Ramsey, Minnesota. The engineer's estimate for this project was <br />$154,715.00. A Bid Tabulation is attached. <br /> <br />The bidding documents did not contain any wording or ambiguities as to force the Contractor to build in <br />additional contingencies. In addition, we feel that the specifications were not restrictive to force a <br />noncompetitive situation. The bid documents contain sufficient time so that the contractor will not have <br />to work overtime or add additional cost to complete the project. <br /> <br />We feel, therefore, that the bids were competitive and responsive and if no changes are made, rebidding <br />the project would most likely not provide any cost savings. <br /> <br />A brief background of Dave Perkins Contracting, Inc. is presented in this paragraph. The company has <br />been in the utility construction business for approximately 25 years. The company performs <br />approximately $3 million of construction work a year. They have successfully performed utilky work for <br />the City of Ramsey in the past. <br /> <br />In our opinion, Dave Perkins Contracting, Inc. has fulfilled the bidding requirements. We would <br />recommend that the construction contract for the Watermain for Pump House No. 3 be awarded to Dave <br />Perkins Contracting, Inc. <br /> <br />Respectfully submitted, <br />Bolton & Menk, Inc. <br /> <br />Robert M.
