I i I I I I I I ,I I I I I I I I I I I BID EVALUATION FOR THE CONSTRUCTION OF THE WATERMAIN CONSTRUCTION FOR PUMP HOUSE NO. 3 RAMSEY, MINNESOTA Nine (9) bids were received for the construction of the Watermain for Pump House No. 3. The bids ranged from $138,690.00 to $189,362.00. The apparent low, responsive and responsible bidder was Dave Perkins Contracting, Inc. from Ramsey, Minnesota. The engineer's estimate for this project was $154,715.00. A Bid Tabulation is attached. The bidding documents did not contain any wording or ambiguities as to force the Contractor to build in additional contingencies. In addition, we feel that the specifications were not restrictive to force a noncompetitive situation. The bid documents contain sufficient time so that the contractor will not have to work overtime or add additional cost to complete the project. We feel, therefore, that the bids were competitive and responsive and if no changes are made, rebidding the project would most likely not provide any cost savings. A brief background of Dave Perkins Contracting, Inc. is presented in this paragraph. The company has been in the utility construction business for approximately 25 years. The company performs approximately $3 million of construction work a year. They have successfully performed utilky work for the City of Ramsey in the past. In our opinion, Dave Perkins Contracting, Inc. has fulfilled the bidding requirements. We would recommend that the construction contract for the Watermain for Pump House No. 3 be awarded to Dave Perkins Contracting, Inc. Respectfully submitted, Bolton & Menk, Inc. Robert M. Brown, P.E.
