-60- <br /> <br /> Case #2: Request for Preliminary Plat Approval of Centex Addition; Case of Centex <br /> Homes <br /> <br /> Community Development Director Frolik stated that Centex Homes has submitted a preliminary <br /> plat for the subdivision of property generally located north of Alpine Drive N;W2'(153~ Avenue <br /> N.W.) and east of T.H #47. The property is approximately 74 acres in s!z6'and the preli~a!;y <br /> plat (Option C) reviewed by the Planning Commission on July 12 proliosed:,to subdivid~ <br />property into 155 single family lots. The property was recently ;rezoned. from R-1 RurhI' <br />Residential to R-1 Urban Residential. It is located in the Metropohtan!Urban Service Area and <br />the development is proposed to be served by sanitary sewer and. municipal water. The current <br />comprehensive plan and the draft comprehensive plan &es[gnate this area for low density <br />residential. The proposed net density of the plat is approximately 2.10~units per acre. Sidewalks <br />will be constructed on one side of all non cul-de-sac, streets. Trail connections are proposed to <br />and through Bear Park to the east all the way to Roanoke Street, through-the.unnamed park lot to <br />the north to 156th Lane, and along the north side of Alpine Drive ~0m Hwy. #47 to Roanoke <br />Street. The Planning Commission reviewed the plat for park dedication requirements in May, <br />July and August. The park dedication will consist of dedicating land for internal trails and <br />expanding the park area at Woodland Green and Bear Parks. The remainder of the park <br />dedication due on the plat will be satisfied.with park improvements eqt~'at t6 .$'135,000.00. The <br />Planning Cormnission conducted a public hearing and reviewed the proposed preliminary plat <br />(Option C) on July 12. A ~eat-deal of discussion took place regarding the traffic generation <br />analysis. The Planning Cormnission tabled any action'on the preliminary plat and requested that <br />the developer meet with City Staff to develop some alternative street layout designs (and related <br />traffic numbers). The alternative street designs should look at ways to discourage the new traffic <br />from travelling through adjacent neighborhoods to reach collector and arterial streets. Staff met <br />with the develoPers and developed a street layout that will be referred to as Option A. In this <br />Option A, Waco 'Street will terminate in a culzde-sac:'0n the north side of Alpine Drive (153rd) to <br />avoid people travelling on Waco, south of 153fa, to get to the signalized intersection at 149th' The <br />two southwesterly cul-de-sacs 'were connected as a through street to provide a main street spine <br />through the neighborhood and replace the access lost on 153rd by the cul*de-sacing of-Waco. A <br />90-de~ee intersection wa~' created .to Connect 155th Lane to the main spine of the development <br />rather than having the main spine funnel directly into 155th and the neighborhood to the west. <br />Yakima, Waco and Ute would be constructed as through streets. Option B is the same as Option <br />A except'that Ute would not be constructed as a through street. Option C will be the preliminary <br />plat reviewed on July 12, which includes Yakima, Waco and Ute Street as a through streets. <br />Option D will be the preliminary plat reviewed on July 12 without Ute Street as a through street. <br />Options B and D will not increase traffic on either of the remaining street connections. The <br />Planning Comm/ssion reviewed Options A. B, C and D, and the revised traffic analysis on <br />August 7. They recommended that the City Council approve Option B (revised preliminary plat <br />with no Ute' Street connection). Following the motion, a resident inquired if the Planning <br />Cormnission saw his proposed street layout design that was forwarded to Centex for <br />consideration Staff could not recall seeing Mr. Westrum's street alignment proposal. Mr. <br />Westrum was directed to provide city staff with copies of his proposal for inclusion in the <br />council agenda for further consideration.
