I <br />I <br />I <br /> <br />Case #3: <br /> <br />Request to Rezone Property from Industrial to R-3 Urban Residential: <br />of TSM Development, Inc. <br /> <br />Community Development Director Frolik stated that Steve Schmitt of TSM has <br />submitted an application to rezone property located at the Northeast 16 <br />(Industry Avenue N.W.) and CSAH #56 (Ramsey Blvd. N.W.) from <br />Residential. The rezoning would allow the property to be develol; <br />density not to exceed 7 units per acre. The property is 4.77 } is within <br />Metropolitan Urban Service Area (MUSA). The general devel~ ~ accompanying the <br />application proposes to develop the property with townhomes. ~ >mprehensive Plan <br />identifies this area for development with industrial uses. 2001 raft Comprehensive <br />Plan continues to show this area as 'places to work'. Ift is incl'm~ to rezone the property <br />for medium density residential development, the would have to be <br />amended. In addition, the March 2001 draft have to be <br />modified accordingly. The development property is east by single <br />family urban residential development. There are two south and west of the <br />property that are zoned Industrial. Connexus occupies the .... south s~de of Industry <br />Avenue. The land on the west side o~,,amsey Blvd. is zoned Industr:i ,)~::~nt except for <br />two lawful non-conforming residenC~?i!i!~e~i,M, arch 2001 Draft Compr :~ Plan currently <br />shows development of the prop~';!~'~::,th~:::~'~'§ide~ of Ramsey Blvd::'~i~h low and medium <br />density residential uses. TheAp'Pl]ca~!!kas stated'~;{~at::~,urban resideh~{al use of the property <br />would be more compatible with:'the ex~ihg urban ~,i, , borhood (Regency Pond) <br />on the east and the planned urban resid'ehfial usgs, i~h~'the ws~ii,~e of Ramsey Blvd. He has <br />stated that it would also provide a buffer 13~tWedn~:i~egency and Ramsey Blvd. However, <br />there has been a longstanding effort on the ~i:6:~' the City CoUncils to preserve this property for <br />industrial uses. ': The Planning Commission 6onducted the public hearing on August 7 and there <br />were several-Property ownerS 'from the subject'iareaP~Osent to urge the City to retain the prope~y <br />for industrial uses. The residents based their~ ~ents on concern for property values and <br />traffic safety.. , ,~,'~' ~"~ :~ <br />Mayor Gamec recei,v, ed at~'~tili0h' fro~i:i~sld~nts opposing the rezoning. <br /> <br />Breni Thorud, 14821 Kamocite, Ramsey, stated that he was asked to be the spokesperson for the <br />neighboring residents. He stated that the residents are opposed to the property being rezoned to <br />high density. <br /> <br />Mayor Gamec stated thai' he has received numerous call from neighboring residents and the <br />consensus seems to be that they would prefer to have single family homes developed on the site. <br /> <br />Mr. Thorud replied that he did not think anyone would oppose single family homes. <br /> <br />Councilmember Zimmerman stated that in order to rezone a piece of property there should be an <br />overWhelming reason to do so and in this case that is not present.
