The high of 52 feet obviously exceeds our height
restriction of 35 feet, which is the limit that current equipment and apparatus can safely provide
suppression and rescue operations.

The issue of height is not something to be taken lightly. Both fire suppression and rescue
activities are typically very time sensitive. Placement of front line apparatus is critical to the
effectiveness and efficiency of an emergency response. Getting staff and equipment to a height
that makes the operation safe and efficient in the quickest time possible must be a goal when
planning new buildings.

The city of Ramsey's preliminary budget includes a plan for purchase of an Adel Ladder Truck in
2002. With this in mind I am willing to make a proposal. I will support a vadance to the height
restriction contingent on the Ariel Ladder Truck remaining in the city 2002 budget.

Sincerely,

Dean Kapler
City of Ramsey Fire Chief

I
I
I
I
I
I
I
I
I
I
I
I
I
