The 13 new urban lots would receive public access from the extension of 158t~ Lane into the plat <br />fi'om River Pines 2"a Addition to the west. Currently, 158th Lane dead ends on the west boundary <br />of the proposed plat and this is a public safety concern since the length of this dead end is greater <br />than 600 feet. Lithium Street N.W. would be extended north into the plat from Apple Ridge to <br />the south and then tie into 158Ih Lane. All of the lots meet the 10,800 square foot lot area and 80 <br />foot lot width requirements. The preliminary plat will be submitted to Mn/DOT for review. It is <br />expected that they will require dedication of the T.H. #47 tight-of-way and access rights. Trail <br />development will be required along T.H. #47. Staff' is requesting that the highway right-of-way <br />be expanded, similar to that in Apple Ridge to the south, to facilitate a trail and/or service road <br />parallel to T.H. #47. City Staff recommends sketch plan approval. <br /> <br />Commission Business <br /> <br />Chairperson Nixt commented that the sketch plan is deficient in some respects. He suggested <br />extending Lithium Street to the north. Also, whether or not the 2.5 acre homestead is part of the <br />plat is undetermined. <br /> <br />Mr. Peterson stated he is not opposed to returning to the Planning Commission for another <br />discussion of the sketch plan. Since there is no construction in the winter, his firm can present a <br />clean proposal at a later date. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to table Case /37 to the <br />October 4, 2001 meeting of the Planning Commission and Cases #5 and #6 should not be <br />forwarded to City Council until Case #7 is ready to go forward. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Reeve, and Watson. <br />Voting No: None. Absent: Commissioners Johnson and Sweet. <br /> <br />PUBLIC HEARUNG/COMMISSION BUSI2NESS <br /> <br />Case #8: <br /> <br />Request to Rezone Property from B-1 Business and R-3U Residential to <br />Multiple Residential; Case of Lord of Life Church <br /> <br />Principal Planner Trudgeon stated the next four cases revolve around the Lord of Life Church. <br />He requested that the 2 public heatings for the Rezoning and Comprehensive Plan be addressed <br />simultaneously.
