Presentation <br /> <br />Principal Planner Trudgeon stated that the City received an application from Lord of Life Church <br />to rezone certain property located between Hwy. 47 and CSAH 5 (Nowthen Blvd.) fi'om B-1 <br />Business and R-3U Residential to Multiple Residential. The rezoning would allow the applicant <br />to construct two 47-unit senior apartment buildings. <br /> <br />Citizen Input <br /> <br />Woody Nelson, representing Lord of Life Church, has been a resident of Ramsey-for 54 years. <br />He said he was been a member of Lord of Life Church for 22 years. He noted that the children <br />are active in the church with Vacation Bible School and a latchkey program. There is a preschool <br />program run in their facility. Nh-. Nelson stated he served as a co-chair of the first building <br />expansion~ He relayed a message from the senior pastor, who, he stated, was sensitive to the <br />community and environmental issues. The message also noted that everything that will be done <br />on that campus will be done in fair, reasonable, and responsible way. Every reasonable effort will <br />be made to preserve existing trees. If privacy and safety continue to be concerns, they will <br />consider a fence or other barrier as determined by themselves and the community. <br /> <br />Jim Hanson, 14651 Fluorine St. NW, Ramsey, stated he was concerned about access roads, which <br />will create several issues for those living adjacent to this road. He stated it appears that excess <br />measures are being taken to try to loop the church property with the access road. He didn't think <br />this would serve the residents nor the church. His concern was with a two-directional road that <br />would run behind his property. There would be delivery, moving vans, etc. and the headlights <br />would be intrusive. He added that the proposed access on Sunwood would provide a way for <br />people to come to church events, and there could be residents driving through there as well. He <br />also raised concerns abc;ut possible lighting in the parking lots or street lighting, which could be <br />intrusive. He said he measured out the back of his property line and it looks as though there will <br />need to be some site preparation in. order to construct a 20 foot wide drive. He urged the <br />Planning Corrunission to: take into account'that the trees cannot stay and have a 20 foot drive. He <br />brought up another issue of the transition between single family homes and multi family homes. <br />He stated that typically there are townhomes with less traffic, and then a multi-family <br />development that buffers a single family development. He suggested several alternatives, with the <br />first being to not allow the first phase of multi family units but proceed with second phase first. <br />Another option would be to not allow any trees to be cut down, and find a barrier to keep noise <br />away from single family homes. He said it looks as though the development is planning for a" <br />future parking lot expansion, but he felt the homes in Ramsey are more important and the access <br />road should go in that area. <br /> <br />Stacie McCabe, 14641 Fluorine Street N.W., Ramsey, stated he was against the road going in and <br />multi-living complexes being built. He thought the development down the street is sufficient and <br />did not feel the need for more senior housing at the time. He shared his concern with the removal <br />of the trees. He said he would not have a problem with access to T.H. #47, but would have <br />trouble with an access to the north.
