Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:56 <br />p.m. <br /> <br />Chairperson Nixt invited representatives from Lord of Life church to give their input. <br /> <br />Dave Ketterling, said he was working with Lord of Life on this project. He works with senior <br />housing and admitted he is biased. He explained he lives in St. Paul and his home in St. Paul <br />abuts a 200 unit multiple family development. <br /> <br />Mr. Ketteding commented that most of the people living in the senior apartments will not want to <br />drive at night. Visitors would likely visit during the weekend. Underground parking is a much <br />discussed item in the beginning, though after three or four years, many residents sell their cars and <br />they try to lease their garages. Mr. Ketterling stated that regarding trees, there is no intent to <br />destroy trees or have issues with play space for kids. By default, the road does end up being a <br />public road. He said he would like to see an access to T.H.//47, but the highway department said <br />that could not be done. The goal is to establish a community where those that live there have <br />benefits of home ownership, allows them to have tax advantages, gives them freedom from <br />responsibility, and provides security. He explained that this security sometimes means knowing <br />people are next door when you are in a rural area. <br /> <br />Woody Nelson stated that more senior housing is needed in the area. There has been a <br />phenomenal .response already from people in the community to move their parents here. <br /> <br />Commissioner Kociscak questioned whether the south building could be built first. <br /> <br />Mr. Ketrerling responded there is probably not a major issue other than sewer and water is built <br />in, and the fact that a completed building closer to the highway would be a promotional issue. <br /> <br />Commissioner Kociscak asked if the Katnis property were available, could there be a possibility <br />the road could go through that property and block offFluorine Street. <br /> <br />Mr. Ketterling acknowledged it could be, but that is a number of years from now when that <br />property is developed, and it could change. <br /> <br />Chairperson Nixt questioned what the timeframe is anticipated to be between the building of <br />phases. <br /> <br />Mr. Ketterling answered that is a function of sales. The loan is obtained based on the number of <br />people buying shares. He said that assuming there is a continuation of high demand, he <br />anticipates the timeframe would be a year.
