Site Plan Review: Lord of Life Apartment Building <br />Page 2 of 4 <br />August 31, 2001 <br />Revised September 28, 2001 <br /> <br />-292- <br /> <br />Densitw: The apartment building will be constructed on a new lot that is 10.05 acres in size. <br />At this time, the applicant is proposing to construct only one of the two proposed buildings. <br />The gross density, of the parcel will be 9.35 units per acre when both buildings are <br />constructed. Once wetlands are factored out, the net density will be t2.79 units per acre <br />when both building are constructed. The March 2001 Draft Comprehensive Plan indicates the <br />apartment building location is planned for high density housing at a density up to 15 units per <br />net acre. <br /> <br />Access: The plan for the first building shows access to CS,AH 5 via a perimeter road around <br />the north and east boundaries of the church property. A secondary access to the north and <br />eventually to Sunwood Drive is anticipated in the future. Proof of an access easement needs to <br />be provided to the City that will allow the apartment building residents to cross onto Lot 1, <br />Block l. <br /> <br />On September 10, 200I, the Planning Commission tabled a decision on the site plan to allow <br />the applicant to work with the neighborhood groups regarding the proposed access drive, <br />screening, tree preservation, and safety. You met with residents of Fluorine St. and based on <br />those discussions modified the site plan as follows: 1) the access road has been moved to be <br />appro,,dmately 60 feet from the shared property line between the church and residents. The <br />new location of the access road will not cause any of the e,-,dsting trees to be lost. 2) <br />Additional trees will be planted along the e,-dt route from the Church to provide better <br />screening for the resident at 14621 Fluorine St. 3) Additional plantings will be [ocated <br />between the western property line and Solstice Park and the access road to provide for <br />additional screening. 4) The Church has also pledged to put additional trees along the <br />western edge of the access road to provide additional screening for the Fluorine residents. <br />These changes are acceptable to the City. <br /> <br />You also met with the Fire Chief. Kapler regarding a secondary emergency access to the <br />apartment building. Based on those discussions, the applicant will extend the e,'dsting gravel <br />drive to the east and construct concrete steps where the grade drops down to the apartment <br />building. This change is satisfactory to the Fire Chief. <br /> <br />The plan for the second building shows direct access to State Hwy. 47 and anticipates a future <br />secondary, access to a new drive opening on to CSAH 5 located north of Dysprosium St. <br />~hnDOT has reviewed the site plan and has indicated that the access onto State Hwy. 47 for <br />the second apartment building will not be permitted. The developer should be prepared to <br />address this issue at such time that they are ready to construct the second building. <br /> <br />Grndin~ and Drainn.~e: The proposed apartment building under review is located within 50 <br />feet of a protected wetland. The wetland has been delineated and the delineation report shall <br />be submitted and reviewed by the Lower Rum River Water Management Organization.
