Ms. Kurak did receive callsYrom <br /> residents who did like the verbiage, but they were concerned that the language had- or/ly been <br /> discussed not acted on. She requested that the Council forward the language to the Met Council <br /> for their consideration, she was not suggesting that they send a new Comprehensive Plan~to the <br /> Met Council. She felt that it was important to have the language before the' Met Council :before <br /> they formally approve a Comprehensive Plan, <br /> <br /> Motion by Councilmsmber Kurak, seconded by Councilmember Hendn'ksen, t~: <br /> Rural Preserve Area language to the Met Council as a minor amendment rd-the draft March 2001 <br /> Comprehensive Plan that the Met Council had approved and is now back ~i~the City Council for <br /> adoption. <br /> <br /> Further discussion: Councilmember Hendriksen inquired as to what, their obligation was for <br /> developing a plan for the rural preserve area in two years. Councitmember Kurak replied that <br /> she did not include anything about the two year period in the neWlanguage because it was her <br /> understanding <br /> that the entire Council was uncomfortable with that) COuncilmember Hendriksen <br /> inquired as to what they accomplish by forwarding the language at -this' time.-'Cbuncilmember <br /> Kurak replied that she had felt that the Cbuncil had come a long way on 'the Comprehensive Plan <br /> during the last meeting with the-' facilitator. '.. She thought it would be-beneficial for the Met <br /> Council to consider the language at this time, b~caUse i.fthere is going tobe a problem with the <br /> language they should know before a ComPrehensive Plan ,is ad0pted <br /> felt that the citizens of Ramsey should tmow that the' Council Veili not have any part of sending <br /> sewer and water down any street. Councilmember Hendriksen inquired as to what they will do if <br /> they send the language .down to the Met Council as an Official minor amendment to the <br /> Comprehensive p!.an and then next week they have language they want to change, do they send <br /> another minor amendment to:the Met Council': .He'atso noted that the Council had stated that <br /> they were going to produce a Comprehensive plan:that the City Council could agree to separate <br /> of the opinions of the Met Council. Councilmember Kurak replied that if they have to submit <br /> minor amendments in the future then so be,,.it. At this point they would be forwarding the <br /> language for their 'opinion.'~ She Stated ~at the issue is important to the citizens of Ramsey and <br /> [h~ey want it sent'-down to the Met CounCil. The language is the verbiage of the City of Ramsey <br /> . -- not the Met Council, City Attorney Goodrich noted that a minor comprehensive plan <br /> ~ -..-_i-- amendment is a term 'fo amend';a,comprehensive plan that exists, so they would simply being <br />/ submitting an amendment to fhe draft Comprehensive Plan, Councilmember Kurak stated that <br />, ~ ' she does no~'maderstand whY-there would be any objection to forwarding the language to the Met <br />- Council when'itis important to the City Council as a whole. Councilmember Hendriksen replied <br />-: that he wished the Council would have felt the same immediacy on density transitioning. All the <br /> people in Reilley Estates felt very strongly about density transitioning, but they received no <br /> ....· _ .protection. His~recollection of the meeting with the facilitator was that there would be another <br /> "-meeting with;-the facilitator and language would be brought back for further discussion. He <br /> inquired. as- to what will happen if after their next discussion they find that there is a fifth <br /> paragraph that should be added would they send the Met Council another document. <br /> Councilmember Kurak replied yes. City Attorney Goodrich recommended language for the <br /> <br /> <br />
