CASE # REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; CASE OF BULOW, INC. By: Community Development Director Sylvia Frolik Background: Chris Bulow of Bulow, Inc., has submitted an application for a rezoning which requires a comprehensive plan amendment to change the land use designation for the particular property. He would like to change the land use designation from commercial to high density residential. The comprehensive plan amendment, coupled with rezoning the property, would allow the applicant to construct a townhouse development on the northeast quadrant of the intersection of Sunfish Lake Blvd. and Riverdale Drive. The following items are enclosed for your information: a) Site Location Map b) General development plan c) Draft Planning Commission meeting minutes dated October 4, 2001 d) Proposed Resolution to deny submittal of the comprehensive plan amendment to Metropolitan Council e) Proposed Resolution to authorize submittal of comprehensive plan amendment to Metropolitan Council Notification: In accordance with State Statute, City Staff attempted to notify property owners within 350 feet of the request and public hearing. Observations: Chris Bulow is asking for an amendment to the 1995 Comprehensive Plan to allow for a high density residential project on the subject property. The subject property is designated for commercial uses in the current Comprehensive Plan and in the March 2001 draft Comprehensive Plan. The Economic Development Authority and the consulting firm of Hoisington Koegler Group Inc. have been working on a Highway #10 Corridor Study, In the draft Highway #10 Corridor Study, the subject property has been designated for commercial uses. It is the intention of the Highway #10 Corridor Study to designate and maintain all properties north of Riverdale Drive for commercial uses. -127-
