reflect the job description. He stated that he would like to see a "practical person" for the'
position.

Human Resources Manager Heryla stated that something the City has done in the past was to
send out a supplemental information form asking detailed information about the candidates,
which could be done in this case.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to direct staff
to send out the supplemental information form to all 17 candidates.

Further discussion: Councilmember Kurak inquired as to how much time staff felt it would take
to receive that information back. Human Resources Manager Heryla replied that they would
need two weeks for turn around.

Motion carried. Voting Yes: Councilmembers Hendriksen, Zimmerman, Anderson, and Kurak.
Voting No: Mayor Gamec.

Case #3: Authorize Hiring of Temporary Administrative Intern

Human Resources Manager Heryla stated that with the resignation of Kim Moore-Sykes, staff
immediately began a process to hire a new Assistant City Administrator. Although it is
anticipated that interviews will be held towards the end of November, it is probable that a newly
hired Assistant City Administrator will not be able to begin work until after the first of the year.
In the meantime, projects and commitments are falling behind. A similar situation existed the
latter part of 1999 when the City was hiring a new Assistant City Administrator/Human
Resources Manager and former City Administrator Ed Schukle was contracted to perform special
projects. Staff would like to bring in a graduate level intern for two to three months to continue
working on special projects. Like the Community Development intern from the past summer,
the wage would be $12.00 per hour. In the absence of an Assistant City Administrator, there is
money in the budget to support an intern. In order to fill the position quickly, staff would review
resumes and conduct interviews until the position is filled.

Motion by Councilmember Hendriksen, seconded by Councilmember KUrak, to recommend that
the City Council authorize staff to interview and hire an Administrative Intern at a wage of
$12.00 per hour for a period of two to three months to bridge the transition between Assistant
City Administrators.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson,
and Zimmerman. Voting No: None.

COMMITTEE INPUT

None.

Personnel Committee/November 13, 2001

-53-
