The position
was posted in multiple locations including newspapers, newsletters, other municipalities, League
of MN Cities website, and other agencies/institutions representing diverse populations. Staff
received 26 applications by the October 26t~' deadline. Staff presented a list of candidates with
recommended finalists for the Committees review.

Mayor Gamec recommended having staff interview down to three candidates and then the City
Council will interview the tlu'ee finalists.

Councilmember Hendfiksen stated that as he reviewed the list all of the candidates have Masters
Degrees in Public Administration. He stated that he would like to see the City Hall run more like
a business, which is why he would like to see someone that does not have only public
administration experience.

Human Resources Manager Eleryla replied that the job description called 'for a masters degree,
or a degree in public administration so they did not receive a lot of resumes that had to do with
the business side because that is not what they advertised for.

Councilmember Hendriksen stated that he would like to see some finalists that have' the "rubber
meets the road" type of experience.

Human Resources Manager Heryla replied that she did not think that any of the candidates had
that type of experience.

Mayor Gamec stated that if they put someone in the position with no city experience it would be
very difficult to make the position function productively. He felt that staff should go forward
with interviewing the recommended candidates.

Councilmember Hendriksen inquired if the candidates that are being recommended for
interviews were based off of conversations by staff with the candidates.

Human Resources Manager Heryla explained that she takes the job description and compares that
to the applications and resumes. Conversations with the candidates have been very limited.

Councilmember Hendriksen stated that he felt the next step should be to direct staff to have some
conversations with the candidates because resumes typically only point out the items that mostly

Personnel Committee/November 13, 2001
