Motion by Commissioner Dunaway, seconded by Commissioner Rogers to recommend that City <br />Council adopt the resolution approving the request for a conditional use permit for an overage in <br />allowable accessory structure square footage restrictions based on findings of fact. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Dunaway and Rogers. <br />Voting No: Commissioners Brauer and Van Scoy. Absent: None. <br />Case #2: Request for Resolution Finding the Development Program for Municipal <br />Development District No. 1 and the Tax Increment Financing (TIF) Plan for <br />the TIF District No. 14 Conform to City's 2030 Comprehensive Plan; Case of <br />City of Ramsey Housing and Redevelopment Authority <br />Presentation <br />Associate Planner Gladhill presented the staff report. <br />Commission Business <br />Motion by Commissioner Brauer, seconded by Commissioner Van Scoy to adopt the resolution <br />of the Ramsey Planning Commission finding the Development Plan for Development District <br />and the Tax Increment Financing Plan do conform to the 2030 Comprehensive Plan. <br />Further Discussion <br />Associate Planner Gladhill explained that in order to have a TIF district you have to have a <br />development district first. <br />Commissioner Van Scoy stated for clarification what a TIF district does is takes the incremental <br />taxes that are going to be generated by the increased value of the land and dedicates them for use <br />within the district. Those revenues will not be used for other functions or purposes, such as a <br />school. <br />Planning Manager Miller explained it is on vacant property that you see the increment. The <br />county and school districts will get revenue from the base value on the vacant property and the <br />improvement on the property goes into the TIF. <br />Commissioner Brauer stated the decision is not whether you like TIF or not, but is this in keeping <br />with the Comprehensive Plan. <br />Associate Planner Gladhill stated that Springsted is doing some of the financial analysis and did a <br />presentation at a work session if you would like more background information. <br />Planning Manager Miller stated the TIF district expires in 25 -26 years. <br />Motion Carried.
