I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> <br />PC CASE <br /> <br />CONSIDER REVISIONS TO POLICY FOR APPOINTING MEMBERS OF CITY <br />BOARDS AND COMMISSIONS <br /> Rhonda Heryla, Human Resources Manager <br /> <br />Background: <br /> <br />Following additional direction received on November 27, 2001, staff has been working <br />on revisions to the Policy For Appointing Members of City Boards And Commissions. <br />Staff has also reviewed the revised policy with both the City Code and the City Charter <br />and has found that some of the new revisions are inconsistent with the City Code. A <br />summary of the revisions and any inconsistencies are listed below: <br /> <br />Timing of appointments to Boards and Commissions <br />Upon review of the City Code and the City Charter, no language was found <br />designating when interviews and appointments for Boards and Commissions are to be <br />completed. Staff did add new language under the subheading of "Selection and <br />Recommendation to City CounCil" to meet the Personnel Committee's request for <br />clarification on when board and commission appointments are made: <br /> <br />Term Limits <br />During the last discussion, it was suggested that the language for term limits be <br />changed to read as follows: <br /> <br />Members of City boards and commissions can serve a total of two consecutive four-year terms, of <br />office, in addition to any partial term the individual has been appointed to fulfill for a predecessor. <br />F0r the purpose 6i- i~ <br />than, or equal to. two years::~w~t!¢be :¢ons~r~g:mt~ :Ba~ serv~a.~[~tem!.,.; ~ ~an~,n'd[g!i:lua! <br />appointed:to serve a period o~: time.: greater: I~an::two: years}~}:~e~ ~ons"i~tckl~:to: ~er~e~ ;the <br />equivalent t)f:a fiiIl teimi Individuals may apply to a different commission immediately upon <br />reaching the term limit on one commission. Individuals may reapply to the original commission, <br />following the normal application process, only after being off of the commission for at least one <br />four-year term. <br /> <br />Upon review of the City Code and the City Charter, it was found that the changes <br />highlighted above are inconsistent with the language of the City Code.
