-162- <br /> <br />According to the City Code (2.03.02 Subd. 4), Board or Commission members may <br />receive a stipend for expenses as established by resolution of the City Council. Such <br />a resolution was passed and became effective for all volunteer members of ail boards <br />and commissions effective July 1, 1996. It was to pay $30.00 to chairpersons and <br />$25.00 to volunteer members. In practice, the City of Ramsey currently pays stipends <br />to all boards and commissions with exception of the Charter Commission, Public <br />Safety Board, and Horse Care Board. The Charter Commission cannot be paid a <br />stipend according to State Statute. Staff was unable to locate documentation as to <br />why the Public Safety Board and Horse Care Board currently are not paid the stipend <br />as outlined in the resolution; however it may have been an oversight resulting fi:om <br />the lack of activity by these two boards in recent years. <br /> <br />As directed at the last Personnel Committee meeting, language was added under the <br />heading of "Stipends for Members of City Boards and Commissions" to read: <br /> <br />Appointments To Charter Commission By District Judge <br /> <br />Staff reviewed information from the League of Minnesota Cities and from Minnesota <br />Statute 410.05 to review the process for appointing new members to Charter <br />commissions.
