-162- According to the City Code (2.03.02 Subd. 4), Board or Commission members may receive a stipend for expenses as established by resolution of the City Council. Such a resolution was passed and became effective for all volunteer members of ail boards and commissions effective July 1, 1996. It was to pay $30.00 to chairpersons and $25.00 to volunteer members. In practice, the City of Ramsey currently pays stipends to all boards and commissions with exception of the Charter Commission, Public Safety Board, and Horse Care Board. The Charter Commission cannot be paid a stipend according to State Statute. Staff was unable to locate documentation as to why the Public Safety Board and Horse Care Board currently are not paid the stipend as outlined in the resolution; however it may have been an oversight resulting fi:om the lack of activity by these two boards in recent years. As directed at the last Personnel Committee meeting, language was added under the heading of "Stipends for Members of City Boards and Commissions" to read: Appointments To Charter Commission By District Judge Staff reviewed information from the League of Minnesota Cities and from Minnesota Statute 410.05 to review the process for appointing new members to Charter commissions.
