It is MnDot's opinion that noise levels generated by the traffic on State Highway #47 <br />could exceed the MPCA standard and they stated that the City is the responsible agency to <br />enforce MPCA's standards. The applicant has hired a consultant to complete a study on the <br />traff~c noise levels that are generated on State Highway #47 including projected noise levels <br />for the next 20 years. In the event that the study reveals that noise levels will exceed <br />MPCA's standards; the City will be requiring a sound wall to be constructed along State <br />Highway #47 to alleviate future noise complaints due to the traffic generated on State <br />Highway #47. It should be noted that all sound mitigation measures are subject to the City <br />Engineers approval. <br /> <br />Waste Storage: City Cod~ requires all'waste storage areas to be located in the rear or side <br />yard and they must be screened. The site plan indicates that the town.house project will not <br />contain any designated outside waste storage areas. <br /> <br />Off Street Parking, Design: All parking areas located in the private streets shall be paved <br />and finished with B-6/12 concrete curbing. The individual driveway units shall also be <br />paved. <br /> <br />Driveway Width: City Code restricts driveway widths to 20 feet where it adjoins the road. <br />The site indicates that the proposed driveways will comply with City Code. The private <br />roads serving the units will be approximately 24 feet in width. <br /> <br />Off Street Parking, Number: City Code requires 2 off-street parking spaces for each two~ <br />bedroom unit and 2.5 parking spaces for each three bedroom unit. The site plan. is proposing <br />52 two bedroom units and 32 three bedroom units. Therefore the proposed development <br />would be subject 'to providing 184'0fi-street parking spaces. Each unit will be constructed <br />with a driveway that can provide at least two parking spaces and the site plan is proposing 1.1 <br />off-street parking nodes that will be able to facilitate 33 additional parking spaces. The site <br />plan is providing a total of 201 off-street parking spaces. <br /> <br />Utilities: The development will be served by municipal water and sanitary services. <br /> <br />Architectural Standards: The town.homes are proposed to be a combination of two-story <br />and three story two and three bedroom units, The exteriors of the structures are proposed to <br />consist of primarily vinyl or steel siding with accent brick or cultured stone. The roofs will <br />be finished with asphalt shingles. The proposed vinyl or steel siding is a deviation from City <br />Code and will require City Council approval. The maximum height for structures allowed <br />under City Code is 35 feet. The peak of the roof on some of the townhouse units are 38 feet. <br />The Board of Adjustment granted a variance on November 5, 2001. <br /> <br />-183- <br /> <br /> <br />
