CASE #: <br /> <br /> REQUEST FOR FINAL PLAT APPROVAL OF HIGHLANDS AT RIVER pARK; <br /> CASE OF CENTEX HOMES <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: ' <br /> <br />Last September, Centex Homes received preliminary plat approval for the subdivision of property <br />generally located north of Alpine Drive N.W. (153~d Avenue N.W.) and east of T.H. #47. The <br />property is approximately 74 acres in size and the approved preliminary plat consists of 157 single_ <br />family lots. a request plat approval phase, which consists <br /> Centex <br /> has <br /> submitted <br /> for <br /> final <br /> of <br /> the <br /> first <br />of 13 lots. They are proposing to name the subdivision Highlands At River Park. The following <br />items are enclosed: ' - <br /> <br /> a) Site location map. '' <br /> <br /> b) 'Proposed final plat <br /> c) Proposed final grading plan ' ' <br /> d) Proposed phasing plan . <br /> e) City Staff Review Letter dated December 13, 2001 <br /> f) Proposed development agreement . . <br /> g) Proposed resolution for final plat approval <br /> h) Minutes from September 11, 2001 City CounCil meeting <br /> <br />Notification: <br /> <br />No public hearing is required at the final plat stage of a subdivision. <br /> <br />Observations: <br /> <br />This first phase of the Centex development consists of 13 lots in the southwest comer of the <br />property. This first phase generally complies with the preliminary phasing plan on file at the City.~ <br />However, the Cib, .has noted in the Staff Review Letter that a revised phasing plan based on the <br />preliminary plat as the street alignments were finally approved should be provided to the City. A <br />phasing plan has been resubmitted, but as mentioned in the review letter, does not include soil <br />import/export as requested. <br /> <br />In accordance with the approved preliminary plat, a number of oUtlots are being platted on the north <br />boundary of the plat to facilitate future sale of these outlots to adjacent property owners in Reilley <br />Estates and Reilley Estates 3fd Addition. <br /> <br />All of the lot dimensions and areas conform substantially to the approved preliminary plat. The lots <br /> by Street north of Alpine Drive N.W. <br />will <br /> be <br /> served <br /> the <br /> construction <br /> Of <br /> Yakima <br /> <br />All of the drainage and utility easements are being provided in accordance with City Code and the <br />approved grading plan as it affects this area of the plat. The final Grading Plan needs to be modified <br />to state that elevation certificates prepared by a registered land surveyor are required at the footing <br />inspection, that a certificate of grading will be required prior to isSuance of certificate of occupancy <br />fbr lots that have grades less than 2%, and that there will be the addition of one tree to each lot. <br /> <br />-191- <br /> <br /> <br />
