As a result of several meetings with the Park Commission, a very in-depth park dedication <br />agreement has been drafted that addresses the entire 74 acres as reflected in the approved <br />preliminary plat. A portion of the Park dedication will consist of land dedications to expand <br />Woodland Green and Bear Parks and provide trail connections to the unnamed park to the north and <br />Bear Park. The remaining park dedication due will consist of park improvements to Woodland <br />Green and Bear Parks equal to a cash value of $124,500.00. The parking improvements include <br />grading and turfing the expansion to Woodland Green Park, installing a play structure and parking <br />lot in Woodland Green Park, providing 6 inch water service to Woodland Green and Bear Parks, <br />and sewer service to Woodland Green Park. Remaining park dedication funds will be considered <br />for additional miscellaneous improvements at Woodland Green and Bear Parks. <br /> <br />The development agreement for this first phase also addresses the trail plan for the entire 74 acres. <br />Sidewalks will be constructed on one side of ail non cul-de-sac streets. Trail connections are <br />proposed to and through Bear Park to the east all the way to Roanoke Street, through the unamed <br />park lot to the north to 156* Lane, and along the north side of Alpine Drive from Hwy. #47 to <br />Roanoke Street. The exact alignment of the trail from the east terminus of 155~h Lane, through Bear <br />Park to Roanoke Street is undetermined at this time and will be addressed during the final plat of the <br />applicable phase. <br /> <br />There is a sewer and water development fee of $278,361 (157 units x $1773/unit) due on the <br />ultimate plat as reflected in the approved preliminary plat. The Developer has proposed that the <br />offsite sewer and water improvements required to provide sewer and water to the site be constructed <br />in lieu of cash payment. These improvements are estimated at $250,578. The remaining $27,782 <br />($278,361 - $250,578) shall be paid in cash. It should be the Developer's option to pay the $27,782 <br />and lock in the 2001 trunk fee rate or pay this additional money when his credited trunk fees run out <br />during a subsequent final platting of a future phase. <br /> <br />There is a stormwater management development fee of $58,875 (157 units x $375/unit) due on the <br />ultimate plat as reflected in the approved preliminary plat. <br /> <br />Preliminary Plat approval was contingent upon addressing the drainage outlet to the north. At the <br />time of preliminary plat, costs for this offsite improvement were estimated at $130,000, and would <br />provide a positive flow outlet to the Rum River. Since that time the costs have been revised to <br />$75,000. Due to_ the presence' of City owned storm sewer on 156t~ Lane NW that could be utilized. <br />The Developer would be responsible for these costs. <br /> <br />As mentioned at the time of preliminary plat approval, the City has requested that a storm sewer <br />overflow be included as part of this plat to protect the homes south of Alpine Drive NW. The cost <br />to construct this outlot is estimated at $50,648. Since this improvement does not benefit the <br />development, the Developer has proposed that this improvement be constructed in lieu of cash <br />payment. The remaining $8,227 ($58,875 - $50,648) shall be paid in cash. It should be the <br />Developer's option to pay the $8,227 and lock in the 2001 trunk fee rate or pay this additional <br />money when his credited trunk fees run out during a subsequent final platting of a future phase. <br /> <br />The Developer has requested that verbiage be added to the Development Agreement to require that <br />the City pay for improvement costs that exceed the sewer and water trunk charges as well a's <br />stormwater management fees. <br /> <br /> The estimated costs of the Phase I improvements internal to the plat were not available at the time <br /> of case preparation. These costs are wholly the Developer's responsibility, but are need to complete <br />-192- <br /> <br /> <br />
