Ach: <br /> <br />On November 20, the City, of Ramsey received the proposed final -plat for Highlands 'At River <br />Park. The final plat consists of four (4) sheets prepared by Westwood Professional Services, Inc. <br />and dated received by the City on November 20, 2001. The submittal also included a revised <br />two-sheet Grading, Drainage & Erosion Control Plan prepared by Westwood Professional <br />Services, dated November 9, 2001. We offer the following comments: · <br /> <br />Title Sheet: The fourth paragraph should be reviewed; it appears that the dedication of right <br />of access to Anoka County, should be deleted. Ramsey's Planning Commission does not <br />review final plats and their signature and date of approva[ should be removed from the title <br />sheet. Ramsey's City Engineer does not sign on Ramsey plats; and the City Administrator <br />signature should be changed to City Clerk. <br /> <br />General.' The su~b!ect property is 74.37 acres in size and is generally tocate'd north of Alpine <br />Drive N.W. (15.~~d Avenue N.W.), east of Yakima, west of Salish and south of 156m Lane. <br />The preliminary plat approved on September 11, 2001 was for 157 single-family lots. The <br />· submittal received is proposing to final plat the first 13 lots in the southwest comer of the <br />plat. Outlot A and L are for furore phases of the development; Outlots B through K are being <br />platted tbr future conveyance to the adjacent property owners in Reilley' Estates and Reilley <br />Estates 3rd Addition. It is also noted that this first phase final plat generally conforms to the <br />preliminary phasing plan on file at the City. However, that phasing plan is based on a <br />previous plat design and not the version that- received preliminary plat approval on <br />September t 1. City, Staff is requesting that an updated .phasing plan be submitted to the City <br />and include the amount of soil import and export on each phase. <br /> <br />3. Lot Sizes and Dimensions. The 13 lots proposed at this time conform substantially to the <br /> size and-dimensions approved in the Preliminary. Plat. <br /> <br />Street Plans: in accordance with the approved preliminary plat, this phase of the plat wilt be <br />served by the construction of Yakima Street NW extending north off of alpine Drive NW. <br />Phase I consists of an 880. foot dead-end.
