Motion by Vice Chair Backous, seconded by Commissioner• Bennett to recommend to City <br />Council approval of the Five Year Capital Improvement Program with the emphasis on 2011. <br />Motion carried. Voting Yes: Chairperson Shryock, Vice Chair Backous, Commissioners <br />Bennett, Fyten, and Olsen. Voting No: None. Absent: Commissioners Barr and LaMere. <br />Case #3 Review Park Dedication Survey and Provide Recommendation for 2011 <br />Parks Supervisor Riverblood reviewed the staff report and stated that staff is recommending no <br />increases to the park dedication rates for commercial, residential, industrial and no changes or <br />increase for trail fees for residential commercial industrial over 2010 levels with exception of <br />recognizing Commissions actions and motions earlier this year with the density discount. <br />Chairperson Shryock also stated it is important to note the Cities that responded the majority of <br />them are more affluent cities and feel we should keep our numbers where we set them and they <br />seem to be appropriate for our City. She also noted it is important to remain competitive and it <br />wise to keep our levels where we are at now. <br />Vice Chair Backous agrees to remain competitive. He wishes the trail fees would have been <br />included in the survey. He added the trail fees back into our numbers and we are still <br />competitive. He would like to see a better survey to consider where we are at. <br />Motion by Commissioner Olsen, seconded by Vice Chair Backous to keep 2011 rates and fees <br />the same as the 2010 rates and fees. <br />Motion carried. Voting Yes: Chairperson Shryock, Vice Chair. Backous, Commissioners <br />Bennett, Fyten, and Olsen. Voting No: None. Absent: Commissioners Barr and LaMere. <br />COMMISSION /STAFF INPUT <br />Park Supervisor Riverblood gave the Commission a review of the 2010 Annual Trail Overlay, <br />the installation of a security light at the skate park at Alpine and the potential for ice skating at <br />The Draw. <br />ADJOURNMENT <br />Motion by Vice Chair Backous, seconded by Commissioner Fyten to adjourn the meeting. <br />Motion carried. <br />The Park and Recreation Commission meeting adjourned at 7:20 p.m. <br />Respectfully submitted, <br />Park and Recreation Commission/November 18, 2010 <br />Page 3 of 4 <br />
