The preliminary plat was prepared by West-wood <br />Professional Services, Inc. and consists of three (3) sheets dated Apr/1 10, 2001, revision date <br />June 1 and 6, 2001 for Sheet t (Preliminary Plat/Existing Conditions); revision date June 14, <br />2001 for Sheets 2 and 3 (Preliminary Grading/Erosion Control Plan and Preliminary Utility <br />Plan). We offer the following comments: <br /> <br /> l, General: The subject property is 74.37 acres in size and is generally located north of 153rd <br /> Avenue N.W., east of Yakima, west of Salish and south of 156th Lane. The preliminary plat <br /> proposes to develop the property with 155 single-family lots. The preliminary plat is <br /> proposing numerous outlots; Outlot A provides an expansion area for Woodland Green Park <br /> to the west; Outlots B, C, D, F, G, H, I, J, K, and L Provide at 50 foot wide buffer between the <br /> new urban sized lots and the larger rural lots along the north plat boundary in Reilley Estates <br /> and Reilley EstaTes 3~d Addition; Outlot F will be a linear park to provide a trail connection to <br /> the adjacent park to the north in Reilley Estates 3~d Addition; Outlot M will provide a <br /> corridor for a connection between the terminus of the sidewalk on the north side of 155a <br /> Lane N.W. and Bear Park, in addition to an expansion of the park area. <br /> <br />2. Zoning: On June 24, 2001, the City, Council adopted Ordinance 01-16 rezoning the property <br /> from R-1 Rural Residential to R-1 Urban Residential-. This rezoning is in accordance with <br /> the last Comprehensive Plan amendment dated 1995. <br /> <br />Lot Sizes and Dimensions. City Code establishes a minimum lot size in the single family <br />urban residential district of 10,800 square feet. The minimum lot size in the proposed <br />preliminary plat is i0,997 square feet and the average lot size is 15,709 square feet. The <br />minimum lot width required by City Code is 80 feet (90 feet on comer lots). All of the lots <br />meet the minimum dimensional, requirements. It is also noted that Lots 1, 2, and 3 of Block <br />1; Lots 5, 6, 7, g, 9, and 1.0 of Block 2; and Lots 1, 2, 3, 11, 12, 13, and 14 of Block 3 are in <br />the Scenic River Overlay District for which there is a 90 foot. minimum lot width and 12/t50 <br />square foot size requirement. Staff is requesting verification that the cul-de-sac lots meet the <br />width requirement at the building setback line. <br /> <br /> <br />
