Preliminary Plat Review: Centex Addition
July 5, 2001

DensiW: The subject property is 74.37 acres and the net density is 2.08 units per acre.

Streets: The proposed plat provides two accesses to the south (Xkimo Street and Waco
Street) onto Alpine Drive (aka 157 Avenue); Yakima Street will be extended north to
provide a through street to 156th Lane. These three accesses are anticipated to handle most of
the trips generated by the new proposed subdivision since Alpine Dr/ve and 156th Lane are
collector streets. The plat proposes three additional connections with existing adjacent
streets at 155th Lane, Waco Street, and Ute Street. These streets will provide connections to
adjacent neighborhoods for local trips and flexibility for emergency situations.

City Code restricts cul-de-sacs to 600 feet in length. All of the cul-de-sacs, w/th the
exception of the Yakirna Street cul-de-sac (655 feet), meet this standard. A modification or
variance to cul-de-sac length will be required.

Utility Plan: The plat will be served by municipal water and sanitary sewer. A utility plan
has been submitted and is generally acceptable. Water must be looped on Alpine Drive
(153rd Lane N.W.) and connected to the west and east. A lift station is being proposed to
service a portion of the subdivision. This review is not an approval of the elevation proposed
on the plan. A review is underway to determine whether the sewer should be constructed
deeper in order to service a larger area.

Grading and Drainage: The subdivision proposes to drain to the center of the plat and
provide 'an overflow to the Rum River to the east through Bear Park, south of Salish Street.
The 1997 Storm Water Management Study proposes the outlet to be run on 156t~ Lane N.W.
The intent being to pick up the low areas in the parks west of Yakima Street and south of
156m Lane N.W. An alignment to the Rum River for the overflow should consider these
goals. Also, as part of the Stormwater Management Plan, there is a provision to provide an
overflow storm sewer along Alpine Drive (157 Avenue N.W.) to drain lowland east of Ute
Street and south of Alpine Drive (153~d). This overflow should be completed with this
subdivision as ,!. portion of the pipework would be in the plat.

A Lower Rum River Water Management Organization (LRRWMO) permit will be required
for this plat. 'The presence and protection of wetlands must be identified as part of the
LRRWMO permit-ting process. The proposed building elevations must be shown on the
grading plan and must be a minimum of two (2) feet above the 100 year flood elevation.
