Park 2 is primarily DN-R protected wetland t 14P. The proposed dedication includes <br />isolated wooded high gound north of Junkite Street and the existing park. The area also <br />includes the existing bituminous trail adjacent to the wetland. The developer estimates <br />the land that is not wetland at 5.98 acres. This computation includes the park and trail <br />easement that was purchased by the City almost 10 years ago. The easement area should <br />not be credit eligible. <br /> Public comment at the Planning Commission meeting included concerns for <br />maintaining the wooded character of the trail along the wetland. Staff is recommending <br />that trees be located by tree spade adjacent to the existing trail as part of the road right-of- <br />way clearing. These trees may be trucked down the trail corridor shown as Park 3. <br /> <br />Park 3 is the proposed trail corridor on either side of Iodine Street, which intersects 144th <br />Avenue. The width of the corridor is shown at 20' feet. Staff is not recommending Park <br />Dedication credit for this substandard trail corridor width. <br /> <br />Landscape Plan/Tree Conservation <br />The Ponds Preliminary Plat Landscape plan submittals were deemed insufficient as of the <br />Planning Commission meeting date. Staff has learned the developer will be bringing <br />revised plans to the June 20th Park Commission 'meeting. The terms of tree conservation <br />needs to be thoroughly addressed as the developer was proposing aggessive tree clearing <br />in the ROW and front yards prior to identifying 'save' trees. <br /> <br />Median Landscape at Iodine and Nowthen Boulevard <br />It is presumed that the median/entrance to this subdivision will be landscaped and <br />irrigated. The detail will need to be approved. <br /> <br />Trail and Sidewalk Routing <br />The first attachment with this case {not included in the bullets above} is the <br />recommended sidewalk and trail locations. As the map indicates, the recreational trail <br />{which is installed as a Stage 1 improvement} is eligible for construction credit against <br />the Trail Fees due. Consistent with past practice, credit is not available for <br />transportational trails along County, State and City MSA roadways. The trail fee due is <br />$99,775.
