CASE #2 <br /> <br />RECOMMEND PARK DEDICATION FOR THE PONDS SUBDIVISION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As the Park & Recreation Commission is aware, the Planning Commission recommended <br />City Council approve the Preliminary Plat for The Ponds at their June meeting. In April <br />2001, the Park and Recreation Commission reviewed the sketch plan for the proposed <br />plat now known as The Ponds. The plat has not changed substantially fi.om the earlier <br />concept. <br /> Attached for your information is the following items; <br />· Request for Preliminary Plat approval Case <br /> Request for Site Plan review of the Townhomes <br />· Request for Site Plan review of the Apartment Building <br /> The above includes the site location map, the staff review letter, as well as other <br />attachments. <br /> <br />Observations: <br /> <br />Because this is a more complex plat in terms of differing densities, size and issues, the <br />various items under the Commissions purview are categorized separately. <br /> <br />Park Dedication <br />Minimum Park Land Dedication for this plat would be 8.76acres {10% of the 87.6' acre <br />site}. The minimum cash due would be $399,100 based upon the 307 units proposed <br />{$1300 x 307}. The Grading and Drainage Plan by Midwest Land Surveyors proposes <br />three 'park' areas. <br /> <br />Park 1 includes the wetland north of the existing Flintwood Terrace playground and the <br />area around it. The plan shows a 30' to 40' foot corridor leading to Iodine Street, aligned <br />with the trail or sidewalk on the north side of 144th Lane. This configuration would allow <br />connection between the differing dwelling units in this comer of the plat to points west <br />along 144 Lane, and also south to the playground. The above 'leg' can be considered for <br />parkland credit as the average width is approximately 35 feet. {The minimum trail <br />corridor in the urban area is 35' feet.} Park 1 includes a 25' foot dedication at the <br />extreme southeast comer of the plat, south of the apartment building, connecting to <br />Dysprosium Street. This leg could receive land credit because it abuts an existing 20' foot <br />corridor, bringing the width to 40' feet. <br /> The Commission's Park and Trail Plan shows a trail corridor at the south edge of this <br />proposed plat. The equivalent of a 35' foot corr/dor from Dysprosium Street to Iodine <br />Street could be Park Dedication eligible. This distance is approximately 1075' feet or .86 <br />acre. <br /> The developer's calculation of Park 1 that is not wetland is approximately 2.69 acres. <br />This area {discounting the trail corridor} is not shown on the Park Plan, is not <br />developable and, therefore, should not be considered for Park Dedication credit. This <br />position is further supported by the need for 20% of public open space to be dedicated as <br />part of the PUD. <br /> <br /> <br />
