CASE # <br /> <br />REQUEST FOR SITE PLAN REVIEW FOR TOWNHOMES LOCATED <br />WITHIN THE PONDS SUBDIVISION; <br /> CASE OF ROYAL OAKS REALTY, INC. <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Mr. Michael Black of Royal Oaks Realty, Inc. has applied for site plan review for a townhome <br />development to be located within The Ponds subdivision. The applicant is planning on constructing <br />152 townhome units. The townhouse development is generally located along CSAH 5 (Nowthen <br />Blvd.) northwest of the City Water Tower. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan and preliminary plat for The Ponds <br />City StaffReview Letter dated June 1, 2001 <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to public hearings. The platting and rezoning of The <br />Ponds subdivision is subject to two public hearings and the adjacent property owners are aware of the <br />pending development. <br /> <br />Observations: <br /> <br />The applicant has submitted an application for the rezoning of the development property from B-l, <br />Business and R-l, Single-Family Residential to Planned Unit Development (P.U.D.). The rezoning <br />would allow the property to be subdivided into 73 single-family lots, 152 townhome'units and 82 <br />apartment units. <br /> <br />The townhome development will be constructed in an area that is roughly 16.63 acres in size. The <br />gross and net density of the townhomes is proposed to be 9.14 units per acre. The area proposed to <br />be developed as townhomes lies within areas designated as low, medium, and high density residential <br />on the March 2001 Draft Land Use Map. Calculations by staff shows that the area used for the <br />townhomes would be allowed to have about 139 housing units under the March 2001 Draft <br />Comprehensive Plan. However, the number of units that the development shows is less than the <br />maximum number of units that would be allowed under the March 2001 Draft Comprehensive Land <br />Use Map. (Approximately 340 units would be allowed if the development is a P.U.D. Royal Oaks <br />Realty shows 307 dwelling units). <br /> <br />The townhome units comply with all setback requirements. The closest townhome unit is about 28 <br />feet from the rear lot line of the nearest new single-family lot, 140 feet from the rear lot line of an <br />existing single-family lot on 142~d and about 35 feet from the lot line of the existing large lot on <br />Nowthen Blvd. The units are also setback at least 35 feet from the proposed Iodine St. right-of-way. <br /> <br /> <br />
